10-23-85 --- Authorization granted to prepare Plans and Specifications,
with costs financed from $12,500 payment by developer.
June, 1987 - Allocation of $89,400 from Federal-Aid Urban Funds, approved
in 1987/88 Street Construction Fund Budget.
Finding made that project needed for health and safety reasons.
Plans approved and authority granted to advertise for bids.
Resolution No. 88-31 adopted authorizing execution of Program
Supplement No. 49.

STAFF REPORT
Bids for this project were opened at 2:00 p.m. on Tuesday,
4-12-88.
A total of 8 bids were received, ranging from $84,710.00
to $113,922.00. The low bid of $84,710.00 is 15.3% under the
Engineer's Estimate of $100,000.00.
Listed below is an estimate of the total project cost,
based upon the actual low bid price:
Construction Contract $ 84,710
Engr. & Inspection (W. O. #1807) 7,400
Sub-Total $ 92,110
Contingencies (15%):t 13,890
TOTAL ESTIMATED PROJECT COST $ 106,000
Funds to finance the costs incurred for installation of
these signals are allocated in the Street Construction Fund, under
Account No. 242-362-57367.
These funds are comprised of $12,500 paid by an adjoining
developer, and $125,000 of Federal-Aid Urban Fund obligated by
Program Supplement No. 49.
At its meeting of 6-18-87, the Environmental Review Com-
mittee found that this project is exempt from the provisions of
the California Environmental Quality Act.
We recommend that a contract be awarded for the low bid.
URGENCY CLAUSE:
The SIMA Development is under construction. Sidewalk and hardscape
treatment will be installed by this development. Additional costs
will be incurred if the City's contractor must remove and replace
these improvements. Therefore, it is essential that the underground
traffic signal facilities be installed prior to these improvements.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AIIARDING A
CONTRACT TO HOVEY ELECTRIC, INC. FOR INSTALLATIOtl OF TRAFFIC
SIGNALS AT MILL AND "G" STREET, FAU PROJECT NO. MG-R057(8).
BE IT RESOLVED BY THE MAYOR ArlD COMMON COUNCIL OF
THE CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Hovey Electric, Inc. is the lowest re-
sponsible bidder for Installation of Traffic Signals at Mill
and "G" Streets, FAU Project No. MG-R057(8l, in accordance
with the Specifications and Plan No. 7257, for the total
amount of $84,710.00, and a contract is awarded to said bidder
accordi ngly, but such award shall be effecti ve only upon the
contract being fully executed by the parties; all other bids
therefor are hereby rejected; and the Mayor is hereby
authorized and directed to execute said contract on behalf of
the Ci ty; a copy of the contract is attached hereto, marked
Exhibit "A" and incorporated herein by reference as fully as
though set forth at len9th.
SECTION 2. This contract and any amendments or modi-
fications thereto shall not take effect or become operative
unti 1 fully signed and executed by the parties and no party
shall be obl igated hereunder until the time of such full
execution.
No oral agreements, amendments, modifications or
waivers are intended or authorized and shall not be implied
from any act or course of conduct of any party.
