The proposed contract is for Umpiring services - Adult Softball Program.
At the request of the Parks, Recreation and Community Services
Department appropriate specification were prepared. published and
furnished to area suppliers. Bids were publicly opened and declared on
March 24, 1988. The following is a summary of Bids.

Thi rteen vendors provi di ng thi s servi ce were soli ci ted. Three vendors
responded; two no bids. one with bid. The vendor who responded with the
bid is the same vendor who has won the award the last three years out.
The l>urchasing Agent tried stimulating the market place this year by
soliciting one and three year bids. The thinking was perhaps a three
year bi d woul d stimul ate more competi ti on interest. Thi s years bi d
response turned out no di fferent than the 1 ast several years... very
little competition.
In view of the last three years activity and the bid results this year
the Purchasin9 Agent and the Parks Recreation Superintendent recommend
awardi ng a three year contract. The baseball season is askew from the
City fiscal y~a~ and to continue soliciting bids that don't appear to
serve any use u purpose but to rei nforce the same vendor every year.
time and effort could be saved and the Parks seasonal needs could be met
in a more timely manner with a longer period order.
The pricing for three years appears a reasonable progression when
compared to the last three years activity.

Specifications have been reviewed with the Parks, Recreation and
Community Services Superintendent who concurs that the bid of Tri-County
Officials meets specifications and requirements.
It is therefore recommended that the bid be accepted for a three
year contract. Funding is from the Adult Sports Registration Fees
(772-721~24726, 772-721-24728. and 772-721-24730).
As to the funding out clause for any City commitment beyond one year,
the Purchasing Department has controlled this by council assenting
to the three year contract subject to a purchase order being issued
each and every fiscal year. Re: F-85-23. F-85-12, F-88-02.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO TRI
COUNTY OFFICIALS FOR THE FURNISHING AND DELIVERY OF UMPIRING SERVICES OF ADULT
SOFTBAll IN ACCORDANCE WITH SPECIFICATION F-89-06.
BE IT. RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOllOWS:
SECTION 1. That Tri-County Officials is the lowest and ~est bidder
for the furnishing and deliver of Umpiring Services for Adult Softball
for a three year period in accordance with Bid Specification F-89-06 for
the total amount of $320,908; pursuant to this determination , the Purchasing
I Agent is hereby authorized and directed to issue a purchase order for said
Umpiring Services for Adult Softball to said lowest and best bidder; such
award shall only be effective upon the issuance of a purchase order each
fiscal year by the Purchasing Agent; and all other bids therefor are hereby
rejected.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by
the Mayor and Common Council of the City of San Bernardino at a
meeting thereof, held on the
