STAFF REPORT
The Central City Parking Place Commission at their February
25, 1988 meeting considered a request by the Vanir
Development Company on behalf of their tenant, County of San
Bernardino Department of Public Social Services (DPSS) to
remove the 2 hour time restriction for 39 spaces in downtown
parking District Lot #1 adjacent to the Central city Building
494 North "E" Street. (aka Penney Building).
DPSS indicated that the 2 hour parking restriction was
causing problems for their clients because their application
process generally took more than 2 hours and, as a result,
the clients were forced to continually leave the building to
move their vehicles or have parking fines imposed upon them
when the 2 hour time restriction was exceeded.
A survey of the all day public parking spaces in this parking
district lot revealed that no surplus spaces existed to
accommodate the needs of the DPSS clients as the survey by
RDA indicated that this lot was operating at an average daily
capacity of approximately 96%.
