RESOLUTION SUPPORTING PROPOSITION 70, STAFF REPORT
THE CALIFORNIA WILDLIFE, COASTAL AND
PARK LAND INITIATIVE, WHICH PLACES
BEFORETHE VOTERS ON JUNE 7.1988,
A BOND MEASURE TO PROVIDE FUNDING
FOR PARKS AND RECREATIONAL DEVELOP-
MENT, RESTORATION, LAND ACQUISITION
AND OTHER RELATED PURPOSES.
Californianswill have the opportunity to vote on a California Wildlife, Coastal and Park
Land initiative in the June 1988 election. This is a State wide campaign to preserve
California's wildlife habitat, coast, parks and open space lands. If passed by the
voters, this measure will provide $776 million to permanently preserve these lands through-
out California.
The initiative, known as Proposition 70 on the ballot, will provide the following types
of fundi ng:
Per capita grants are distributed to each city, county and district
based on population to be spent on each jurisdiction's highest
priority park or recreational need. Funds can be used for acquisi-
tion, development, rehabilitation or restoration of land for parks,
beaches, wildlife habitat and recreation.
Roberti-Z'berg-Harris funds are grants to heavily populated areas for
acquisition and development of park and recreation lands. The emphasis
of this program is recreation needs in urbanized areas of the state.
Competitive Statewide Programs: In addition to the per capita and
Roberti-Z'berg-Harris grants listed here, there are sev~ral compe-
titive programs that cities, counties, districts and nonprofit or-
ganizations can apply for. These are:
1. Special recreation districts - $10 million Grants to public
agencies (such as water districts) that provide significant park
and recreation opportunities to the general public and that
are not included in the per capita grant formula.
2. Historical and Archeological Resources $11 million
3. Tra i1 s $ 5 mi 11 ion
4. Urban Creeks and Streams $ 5 million
5. Urban Forestry Programs $ 5 million
6. Southern California Riparian Areas $10 million
All local agencies will receive funds to spend on their highest priority park and recreation
projects. The City of San Bernardino will receive estimated funding as follows:

Because our wildlife, park and open space are so vital to quality of life in California,
it is essential that measures be taken to decrease the present rapid rate at which
these lands are disappearing. The people must act now and Propositfon 70 will provide
funding with which to take action.
The Parks, Recreation and Community Services Department Director and staff recommend
that the Mayor and Common Council go on record to support Proposition 70. A resolution
has been prepared for this purpose.
Recommend the resolution be adopted.

WHEREAS. Proposition 70 would place before the voters of California
a measure to provide financin9 of a program of acquiring, developing or
restoring real property for local park and recreational purposes; and,
WHEREAS, the program will make available additional, or augment
existing, recreational areas and add or imp,rove facilities in and near
population centers; and,
WHEREAS, leisure facilities and open spaces in both urban and rural
areas are a necessity to life since they have a substantial effect on mental
and physical health. economic productivity and social problems; and,
WHEREAS, enhancement of parks and recreational facilities has a direct
economic benefit to our community and state as a whole; and moreover, will
benefit the health and well being of Californians; and
WHEREAS, all local agencies will receive funds to spend on their highest
priority park and recreation projects.
NOW THEREFORE, BE IT RESOLVED THAT THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN 8ERNARDINO HEREBY GOES ON RECORD IN SUPPORT OF PROPOSITION 70.
