HomeMy WebLinkAbout01-Mayor's Office , " C I T Y () F SAN B ERN A R 0 c:h 0 INTEROFFICE MEMORANDUM 8804-1624 TO: Evlyn Wilcox, Mayor FROM: Richard J, Bennecke, Mayor's Executive Assistant SUBJECT: Goal Statement and Objectives Adopted by Mayor and Council, April 1986 DATE: April 27, 1988 (7423 ) COPIES: ------------------------------------------------------------- Please find attached excerpts from your "State of the City" address in October of 1986 which outlined the goals and objectives for the city of San Bernardino as approved by the Mayor and Council in April of 1986, This information should provide a starting point for your agenda item at the April 28 retreat reaffirming the goals and objectives established two years ago, It is critical that the Mayor and Council be in accord in the established objectives for the city as this provides the foundation for which policy decisions are made and the day to-day activities at City Hall are carried out, In retrospect, the majority of Council actions taken to date have coincided with the objectives established two years ago, What needs to take place now is to have the primarily new Council reaffirm these objectives and commit to working together with the Mayor to achieve these objectives for the greater good of the citizens of San Bernardino, /.{ ~ Richard ~~e RJB:gjr Attachment ~ I ' ( , o o THAT ENHANCES THE SERVICES PROVIDED TO THE CITIZENS AND ENABLES CITY GOVERNMENT TO CONDUCT BUSINESS IN AN ETHICAL, FAIR, EFFICIENT COST EFFECTIVE MANNER. DAY-TO-DAY PRIORITIES MUST BE ESTABLISHED BY THE MAYOR BASED ON POLICY DIRECTIVES OF THE COUNCIL. IN THIS WAY, CITY GOVERNMENT CAN OPERATE IN AN ORDERLY, EFFECTIVE MANNER, IT IS IMPORTANT THAT THE EXECUTIVE AND LEGISLATIVE BRANCHES OF CITY GOVERNMENT WORK IN HARMONY TO PRODUCE THE BEST RESULTS FOR THE PEOPLE OF OUR CITY, TO THIS END, I HAVE SCHEDULED QUARTERLY WORKSHOPS WITH THE COUNCIL TO DISCUSS MUTUAL CONCERNS AND WORK TOWARDS ESTABLISHED GOALS, AT A MANAGEMENT RETREAT LAST MARCH, THE CITY'S MANAGEMENT STAFF ADOPTED LONG-RANGE GOALS FOR THE CITY, THE COUNCIL, AT OUR FIRST WORKSHOP IN APRIL, CONFIRMED THESE GOALS. THESE GOALS ARE AS FOLLOWS: TO PROVIDE THE HIGHEST QUALITY OF LIFE FOR THE PEOPLE IN SAN BERNARDINO THROUGH: 1, A SOUND ECONOMIC BASE 2. QUALITY HOUSING 3. ORDERLY, QUALITY GROWTH 4, EFFECTIVE & EFFICIENT GOVERNMENT 5. CULTURAL & LEISURE GROWTH 6. QUALITY EDUCATION 7, A SAFE, COMFORTABLE & ATTRACTIVE ENVIRONMENT 8, PRODUCTIVE INTERACTION WITH SURROUNDING COMMUNITIES & PRIVATE INDUSTRY 9. INCREASE CITIZEN PARTICIPATION < '. o o 10. DEVELOPMENT OF A POSITIVE IMAGE FOR THE CITY 11, INCREASE THE LEADERSHIP ROLE OF THE CITY IN THE INLAND EMPIRE, THESE GUIDELINES PROVIDE THE CITY OF SAN BERNARDINO WITH A POSITIVE EMPHASIS THAT WILL DIRECT THE CITY'S ACTIVITIES IN THE YEARS TO COME. THROUGH INCREASED COMMUNICATIONS, CONFLICT RESOLUTION, CONSENSUS AND COMPROMISE, THE PROBLEMS OF MAYOR/COUNCIL CONFLICT SHOULD BE MINIMIZED, I ASSURE YOU I WILL DO MY PART, WHILE UPHOLDING MY OATH OF OFFICE, TO WORK FOR THE GREATER PUBLIC INTEREST. I WOULD LIKE TO TAKE THIS OPPORTUNITY TO THANK ASSEMBLYMAN JERRY EAVES AND ASSEMBLYMAN BILL LEONARD FOR THEIR DEDICATED EFFORTS IN ASSURING FUNDING FOR SECCOMBE LAKE, THE GOVERNOR'S RECENT APPROVAL OF $2.176 MILLION DOLLARS WILL ASSIST THE CITY IN COMPLETING THE SECCOMBE LAKE PARK PROJECT, I WOULD ALSO LIKE TO GIVE SPECIAL RECOGNITION TO THE SAN BERNARDINO AREA CHAMBER OF COMMERCE, INLAND ACTION AND THE MANY INDIVIDUAL CITIZENS WHO WORKED HARD TO MAKE SURE THIS FUNDING WAS FORTHCOMING, THIS ACTION REINFORCES MY BELIEF THAT THE PUBLIC AND PRIVATE SECTOR, WORKING TOGETHER, CAN BUILD A BETTER COMMUNITY FOR ALL, THE CITY'S PARK DEVELOPMENT PROGRAM REMAINED ON TARGET THIS YEAR WITH THE FIRST PHASE OF THE AL GUHIN PARK COMPLETED IN JANUARY, RECENT COMPLETION OF NINE ACRES OF BLAIR PARK, AND THE START-UP CONSTRUCTION ON PHASE IIA OF RIO VISTA PARK. IN THE AREA OF RECREATION PROGRAMS, THE FIRST CITY OWNED RUNNING TRACK IS CURRENTLY UNDER CONSTRUCTION AT THE DELMAN HEIGHTS COMMUNITY
