DEFINITION OF PART-TIME/TEMPORARY EMPLOYEES BY CIVIL SERVICE - The committee asked the Director of Personnel to research the School District substitute teacher policy to see if such a policy is appropriate in dealing with the issues of what constitutes a part-time and/or temporary employee as compared with the city's proposed Civil Service Rule (Rule 502) change. The committee also approved the City Attorney's recommended legal clarification of Rule 501. This item will be brought back before the Committee on April 21, 1988. 2. HOURLY RATE INCREASE OF SUMMER YOUTH POSITION - SBETA - The committee recommended requested the Director of Personnel to prepare ate resolution for the council Agenda of May attached). SPLIT OF CIVIL SERVICE/PERSONNEL - The Committee requested the Personnel Director to prepare a resolution creating a Chief Examiner position at salary range 4164, for the Council Agenda of April 18, 1988. The Committee recom- mended acceptance of the Mayor's second option: "The Person- nel Department would provide needed clerical and support staff." Since Mr. DeFratis was recommended for the position by the Civil Service Commission, the Committee's considera- tion was to leave the Assistant Personnel Director's position vacant for a period of time on an experimental basis to leave Mr. DeFratis an option should he elect not to be Chief Examiner. Staff, after presenting the Committee's options to the Commission for comparison, will report back to the next Personnel Committee meeting. Meeting adjourned. ~ec fully submitted, --., " - " /. . Schweitzer, City Administrator SUBJECT: Rate Increase - Temporary/Part Time DATE: February 22, 1988 (7358) COPIES: -------------------------------------------------------- We have received the attached request from San Bernardino Employment and Training Agency (SBETA) for increasing the hourly rate of the Summer Youth Specialist. While t~e increase is significant, it is important to note that the rate has not been adjusted since 1986. We also have a request from Parks and Recreation regarding Headstart positions. The contracts approved and signed included the proposed increases. These proposed rates would be retroactive to September 1, 1987. The increases, as well as present rates, are paid by funding from the federal government. The city's general fund is not impacted. It is respectfully recommended that the Committee approve this request directing the Personnel Director to prepare a resolution of implementation, to be presented to the Mayor and Common Council at their regular meeting of April 4, 1988. FUJIWARA EXECUTIVE DIRECTOR FEBRUARY 16, 1988 : : F;:~ -- Approved Date The San Bernardino Employment and Training Agency (SBETA) requests that the flat hourly wage for the Temporary/Part-Time Job Classification of Summer Youth Specialist be increased from $6.2500 per hour to $7.5000 per hour. This job classification was established in 1986 as a temporary staff posi- tion to the SBETA for the purpose of assisting the SBETA Staff Analyst in charge of the Summer Youth Employment and Training Program (SYETP). (The job description is attached with this request.) The SYETP is funded by the Job Training Partnership Act (JTPA) to provide summer employment and remed- ial education skills to disadvantaged City youth, ages 14-21. The hourly wage for the Summer Youth Specialist was set at $6.25 in 1986 and, as a temporary/part-time classification with the City of San Bernardino (City Resolution #643, Section Thirteen), has not been included in the pay increases negotiated for the City"s General Employees. In the period since the es tab 1 i shment of the hourly wage for the Surrmer Youth Special i st, the General Unit Employees have received increases which would place the Summer Youth Specialist in the position of supervising clerks who are paid $6.62 per hour. In addition, the SBETA desires to hire and mai,ntain th,roughout the summer months persons who are highly qualified and professional. The proposed 20% increase from $6.2500 to $7.5000 is commensurate with the total 18% increase negotiated for General Unit Employees between December 1985 and the present, taking into account increases General Unit Employees also received in their benefits. Any increase would be borne by this department through its federal funding; this increase will not effect the City's General Fund. It is hoped that the higher wage will assist us in attracting more quali- fied temporary employees to assist us in operating a program so vital to the City of San Bernardino. RF.PRF.SENTATIVE DUTIES Interviews, places and orients SYEP participants. Completes referral, enro1l~ent and termination forms. Documents significant contacts with participants. Transmits infor- mation from SBETA staff to worksite supervisors and program participants. Makes daily visits to worksites to monitor time and attendance records as well as counsel. participants. Ensures worksite compliance with State and Federal Child Labor Laws. Assists in processing of participant payroll and per-forms other related duties as assigned. MINIMUM QUALIFICATIONS Education equivalent to 60 semester units with an accredited. college in the field of sociology, human relations, urban affairs or related field. One year of experience in the administration of a youth program may be substituted for 30 semester units of education. No experience required. Posses- ion of a valid California Driver's License and mandatory lia- bility insurance (State requirement) is required. Must have reliable transportation as a job requires daily worksite vi- sits throughout the City of San Bernardino. GENERA~ QUALIFICATIONS Ability to work well with disadvantaged youths and profes- sional staff. Good interpersonal and counseling skills. Strong basic math and writing skills. Rnowledge of job seeking skills and good worker characteristics. Ability to communicate effectively on an individual and group basis.
