Description) Finance: Council Notes: 75-0262 Agenda Item No. / ~, , 0' 0 CITY OF SAN BERNARDINO - o 0 REQUEST FOR COUNCIL ACTION STAFF REPORT A request was received, by letter of 3-24-88, for Mr, Don Kaplan, that the conditions of approval for the parcel map be amended to allow limited access on Tippecanoe Avenue. A copy of this letter is attached for reference. At the meeting of the Planning Commission of 8-21-79, the application for Minor Subdivision No, 528 was approved, subject to certain conditions, The application for Minor Subdivision No. 528 was submitted to divide Parcel No. I, of Parcel Map No. 4781, into 4 parcels. Parcel No.4 included the entire frontage on Tippecanoe Avenue. Condition 4(a) states, in part: "Vehicular access shall be restricted to one commercial driveway approach opposite San 8ernardino Avenue. Appli- cant shall bear any costs incurred in modifying the existing traffic signals to accommodate the new driveway approach," An application was later approved by the Planning Commission at their meeting of 2-17-81 for Minor Subdivision No. 624. This approval was subject to all requirements of the Engineering Division. The purpose of this application was to adjust the property line between Parcels No, 3 and 4, This adjustment provided frontage on Tippecanoe Avenue for Parcel No, 3. Parcel Map No. 6989 was prepared to effect this lot line adjustment, but was not recorded since it was found this revision could be done by a Lot Line Adjust- ment. A copy of this tentative map is also enclosed for reference, The parcels were re-numbered on this parcel map as 1 and 2, Plans have been submitted for a building on Parcel No.2 (formerly Parcel No, 4). These plans indicate construction of a driveway approach, We have advised the applicant that the only driveway approach is opposite San Bernardino Avenue, Also, that the owner of Parcel No, 1 (formerly Parcel No, 3) should be con- tacted in an effort to secure an access easement northerly to San Bernardino Avenue, In the event that an access easement cannot be obtained, we have advised the applicant that we would consider recommending approval for a right turn in and out driveway approach only, How- ever~ in order to ensure only right turn movements, a curbed median would need to be constructed in Tippecanoe Avenue, from Cooley Avenue to San Bernardino Avenue. Landscaping of this median would also be included in our recommendation. Dear Clerk Of The City Council: Per Mary Lanier's request, I am writing this letter to request an amendment to the parcel map to allow limited access on Tippecanoe. We have submitted for plan review a 63,000 square foot Industrial building, Application 1/88-24, This building needs limited access on Tippecanoe based upon the following factors: -Traffic Circulation -Identity -Ability to divide this building into smaller modu1ars -Fire Department Requirements -Marke tabUi ty -Generally speaking astatic appeal and functional use Prior to the submission a different plan was submitted having only access on Cooley. This plan was not functional, could not be financed and the brokers indicate that it would be costly to develop. Therefore, we hereby request your consideration in allowing us to have access along Tippecanoe so we may proceed with this development as soon as possible.
