COUNCIL ACTION STAFF REPORT On March 7, 1988, the Mayor and Common Council approved and adopted the FY 1988/1989 CDBG Program Mix and authorized staff, to solicit proposals. The proposal submittal period was from March 8, 1988 to March 29, 1988, during which time thirty eight (38) proposals were received in the following categories: Cateaorv Approved FY 88/89 Amount Public Services Capital Improvements Fair Housing $248,700 $555,000 $ 50,000 The Community Development citizen Advisory Committee (CDCAC) met on five (5) Thursdays, beginning on March 10, 1988 and concluding on April 21, 1988. During that time, members were supplied with complete proposal packages, which were reviewed and evaluated. Funding recommendations to the Mayor and Common Council were made based on the funds available in the Program Mix categories. Those recommendations are attached hereto as Exhibit "A". In addition to the CDCAC recommendations set forth in Exhibit "A", the Committee conducted extensive discussions regarding the administration of the city's Fair Housing programs by Inland Mediation Board and the Community Housing Resources Board. The Committee took action to recommend to the Mayor and Common Council that $15,000 from the Public Services category be appropriated to fund a study assessing the feasibility of the community Development Department assuming administration of the city's Fair Housing programs. staff concurs with the recommendations of the CDCAC set forth in Exhibit "A" and reserves comment on the administration of Fair Housing activities until such time as the Mayor and Common Council have had an opportunity to consider this matter and hear from CDCAC members on the subject. On May 2, 1988, the Mayor and Common Council set a Public Hearing to consider funding recommendations made by the CDCAC and receive input from the community at large. Staff recommends that the Mayor and Common Council approve and adopt the FY 1988/198~ Statement of Objectives and Projected Use of Funds and authorize staff to submit same to the U.S. Department of Housing and Urban Development.
