Synopsis of Previous Council ection:
The Council Personnel Committee at their meeting of April 21, 1988. recommended
approval of the Civil Service Board proposal for establishing the Civil Service
Office and staffing.
No previous Council action has been taken on the title change in the Public'
Buildings Division.
Recommended motion:
Adopt resolution.

STAFF REPORT
The City Attorney recently wrote an opinion that the Chief
Examiner of the Civil Service Board must be independent of
the Personnel Department. Members of the Civil Service Board
met with the Council Personnel Committee to determine the
staffing changes necessary to accomdate this opinion. It was
recommended that the, positions of a Chief Examiner and
Secretary be established. They will be filled with the
current Assistant Personnel Director and by upgrading a
vacant Personnel Clerk II position to Secretary and trans~
ferring that position from the personnel Department budget to
the Civil Service Office budget. The increased costs for
upgrading the clerical position will be $1116 annually.
A review of the revised job specification for the position of
Parking Citation Specialist submitted by Wayne OVerstreet,
superintendent of Public Buildings was completed and it was
determined the job specification as revised more closely
described the duties of an Account Clerk I. It was recom-
mended and concurred by Mr. Overstreet to change the title of
Parking Citation Specialist to Account Clerk I. The change
of the job title will result in a savings of $456 annually.
