Synopsis of Previous Council action:
June, 1985 Allocation of $10,000 for construction of a horse-
shoe pitching pit, approved in the 1985/86 CDBG
Program.
June, 1986 Allocation of $20,000 for construction of a 270 square
foot storage room, approved in the 1986/87 CDBG
Program.
09-08-87 Plans approved and authorization granted to advertise
for bids.
11-02-87 Authorization granted to re-advertise for bids.
Recommended motion:
That the bids for construction of a horseshoe pitching
pit and storage building, at the Center for Individuals
with Disabilities, in accordance with Plan No. 7279, be
rejected.

STAFF REPORT
Bids for this project were to be opened at 2:00 p.m. on
Tuesday, 10-20-87. However, no bids were received. Authoriza-
tion to re-advertise for bids was granted at the Council Meeting
of 11-02-87.
Bids for this project were opened for the second time at
2:00 p.m., 4-26-88. A total of two bids were received, in the
amounts of $54,237.00 and $78,820.59.
An amount of $20,000 has been allocated, under Account
No. 121-544-57557, for the storage building, and $10,000, under
Account No. 121-544-57555, for the horseshoe pitching pit, for
a total amount available of $30,000.
We do not feel that a competitive bid can be obtained
for this project, due to the size and nature of the work. There-
fore, we recommend that the bids be rejected.
Alternate methods of accomplishing these items of work are
being reviewed, such as a California Conservation Corps training
project under supervision of City Forces. A plan will be sub-
mitted for your approval after the details have been worked out.
