During FY 86-87, ,55.4% of all dogs were licensed; the rate is even lower for FY 87-88. In order to have adequate protection in the event' of a rabies outbreak, 80% of the community's domestic animal population needs to be vaccinated against rabies" a requirement for 1 i censing. . The department has four part~time/temporary license checkers who canvass door-to-dqor. Because of a high turnover in the staff, there is 'no continuity. Staff is recommending: ' . Implimentation of a year-to-date .license Offer a two/three year renewal, to coincide. with the expiration of the rabies vaccination , Offer a'Senior Citizen license for those persons over 60 years of age, providing the anima 1 is spayed or neutered' .Offer a "transfer". license to those new residents who have a current license from another agency Because of the re-classification of part-tjnle positions by the Civil Service Board, and the need to,have continuity in staffing, the program could cost $25,762 over the proposed FY 88-89 budget for personnel and $600.00.for additional license tags. That amount, however, translates to 1,648 licenses. We' are 1,452 licenses short this year compared to FY 86-87. With a permanent licensing staff, we'feel we will be able to provide a.nIDre effective and efficient program and therefore sell more licenses to cover the additional cost.
