Background: A notice of Request For Quotes, F-01-64 One-Ton Truck with Service Body, was issued to eight (8) vendors, the San Bernardino Chamber of Commerce, and advertised in the San Bernardino Sun and on the City web site. Two bids were received and opened on June 6, 2001. The City General Specifications require the bids to be firm offers, subject to acceptance or rejection within ninety (90) days of the opening thereof. Municipal Code section 3.04.070E states that "At its discretion, the Mayor and Common Council shall have the power to reject any and all bids presented and re-advertise for bids". Staff is therefore requesting authorization to reject all bids submitted under RFQ No. F-01-64, and authorize the Purchasing Manager to re-advertise for bids for this purchase. Recommendation: That the Mayor and Common Council approve a motion authorizing the rejection of all bids received in response to RFQ No. F-01-64; and direct the Purchasing Manager to re-advertise for bids for this purchase. BACKGROUND This vehicle is for the replacement of vehicle #SQ-4, a 1980 GMC One-Ton truck with 103,000 miles. Vehicle #SQ-4 was in very poor condition and after a major failure was placed in surplus for auction in February, 2001. The new vehicle will be assigned to the Fire Department Shop services. This vehicle was scheduled for replacement in FYOO- 01. A notice of Request For Quotes, F-01-64 One-Ton Truck with Service Body, was issued to eight (8) vendors, the San Bernardino Chamber of Commerce, and advertised in the San Bernardino Sun and on the City web site. The City received two bids as listed below: VENDOR Rotolo Chevrolet Fairview Ford LOCATION Fontana San Bernardino BID $32,686.89 $35,238.00 The technical specification of the bid submitted by Rotolo Chevrolet was reviewed and meets all items called for in the specification. This vehicle will be ordered upon award of the purchase order. FINANCIAL IMPACT Funds for this purchase are available in the Public Services FY2001/2002, Motor Vehicle Account No. 635-341-5701. The fund balance before this purchase is $1,229,300. RECOMMENDATION Adopt resolution II II ]1 Ii Ii 'I II! 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Resolution No. RESOLUTION OF THE MAYOR AND COMMON COUNCil OF THE CITY OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER TO ROTOLO CHEVROLET FOR ONE (1) 2002 ONE-TON TRUCK WITH SERVICE BODY TO BE UTILIZED BY THE FIRE DEPARTMENT. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCil OF THE CITY OF SAN BERNARDINO AS FOllOWS: SECTION 1. That Rotolo Chevrolet. is the lowest and best responsible bidder for the furnishing and delivery of one (1) 2002 One-Ton Truck with Service Body for the Fire Department in accordance with Bid Specification F-01-64 for the total amount of $32,686.89; pursuant to this determination, the Purchasing Manager is hereby authorized and directed to issue a purchase order for one (1) One-Ton GMC Truck with Service Body; such award shall only be effective upon issuance of a Purchase Order by the Purchasing Manager; and all other quotations therefore are hereby rejected. SECTION 2. The authorization to execute the above referenced Purchase Order is rescinded if it is not issued within sixty (60) days of the passage of this resolution.
