Staff Report
Subiect:
Authorize the renaming of the Elks Field at Wildwood Park to Chuck Wilkinson Field, in honor
of Chuck Wilkinson.
Backl!round:
In response to Wildwood Little League through the petition format attached, the Parks and
Recreation Commission endorsed this request on July 29, 2001 and unanimously approved the
renaming of Elks Field to Chuck Wilkinson Field.
The Park and Recreation Commission has directed that the renaming request be fOlwarded to the
Mayor and Common Council for consideration. Mr. Wilkinson's extensive involvement with the
Little League include the following:
A. October 1, 1997 to present: District Administrator Little League Baseball, California
District 43 (San Bernardino, Highland, Mentone, Redlands, Muscoy & San Bernardino
Mountains) (Approximately 5,000 emolled children playing ages 5-18) (Elected to
District Administrator Position by Presidents of District in 1997 and 2000)
October 1, 1994 to September 30, 1997: President of Wildwood Little League
(Approximately 450 emolled children playing ages 5-18); Approximate parental
membership 900; elected three consecutive years by voting membership.
B. Instituted the following programs as District Administrator (through District)
I. Code of Conduct for all Parents in District
2. Running CD ROM (Megan's Law) (All Board Members, Managers, Coaches,
Volunteers) 100% compliance
3. Fingerprinting (All Board Members, Managers, Coaches Volunteers) 100%
compliance
4. Child Protection Program (Developed and Provide Class of Instruction) (All
Board Members, Managers, Coaches, Volunteers) 100% compliance
5. Positive Coaching course of Instruction (2001) (All Managers, Coaches must
attend)
6. Handling Angry Parents course of Instruction (2001) (All Managers, Coaches
must attend)
7. Safety Program (100% compliance of all leagues in District) (Leagues earn 20%
reduction in Insurance Premiums each year for approved Safety Plan and Safety
Program. (Invited to Williamsport, A in 1998, during Little League World Series
to receive national recognition for achieving 100% of all leagues in District for
Safety Plans/Programs.
The attached signed petition supports this recommendation. The Little League will absorb all
costs for the sign.

It is recommended that the Elks Field at Wildwood Park. be renamed in honor of Chuck
Wilkinson for his contributions to the San Bernardino Community and Little League
organization.

To Whom It May Concern:
We, the Board of Directors at Wildwood Little League, would like to name the Elks
field at Wildwood Park after Chuck Wilkinson.
Chuck WIlkinson has contributed more to this community than any individual we
know. His untiring devotion to the kids of the little league is unsurpassed. There are
many accomplishments to elaborate on, but one of the most important is the Child
Protection Program, he has instituted. .
Chuck has made this district a safer environment for our children. He has required
managers, coaches, team moms and officials of the league to pass a full background
check and to be fingerprinted. His program is being considered by the Little League
Headquarters as a blueprint for all of Little League.
This is truly a great accomplishment. Chuck's main consideration is the children and
to make it a safer to play and to have fun doing it. He has done more than any district
administrator in this area.

So, we at Wildwood Little League would like to name a field after Chuck Wilkinson
for all the time and devotion he has given us in San Bernardino.

Since becoming the DA, the following additional programs have been instituted.
The District has gone from 7% participation to 92% the 1st year and 100%
participation each year since. Each league participating gets a 20% credit on their
insurance bill.
* Child Protection Program (All managers/Board Members and Volunteers that are
in contact with the children must attend.)
1. CD-ROM (All managers/Board Members and Volunteers that are in contact
with the children have this completed.)
2. Fingerprinting (All managers/Board Members and Volunteers that are in
contact with children have this completed.)
3. All leagues have current and up to date Constitutions and By Laws in place.
4. All leagues are having General Membership meetings with parents.
5. District wide Code of Conduct is in place for all parents.
6. District wide Code of Conduct is in place for all parents.
*Set up program with Parks & Rec to help baIl fields get much-needed repairs by
Leagues and Parks & Rec working together and pooling resources.
*One of its original members of the San Bernardino Youth Sports Alliance and on the
advisory board.

*Past Member of the VFW
*Retired Disability US Marine Corps 1966-1973

I apologize for the lateness of the petitions. The others were lost when my briefcase was
stolen from my truck. It has been very difficult to get the signatures without having an
opening or closing ceremony that is held once in January and once in June. That is usually
when we vote or sign such things.
I hope this is what you need and will fulfill the requirements.
We at Wildwood Uttle League are still very committed to the field dedication.

Petition for Renaming Elks Field
We, at Wildwood Uttle League, are petitioning to re-name the Elks field to Chuck Wilkinson
Field.
Chuck has been the president of Wildwood Uttle League for 3 years. He has also been the
District Administrator for five (5) years. Most importantly, he has introduced a Child
Protection Plan and Safety Plan for this district that is being adopted by Wildwood little
League as a whole. This is a great accomplishment.
So, we at Wildwood Uttle League would like to dedicate a field for his hard work and
untiring devotion to the kids of our district.
