STAFF REPORT DATE: TO: FROM: SUBJECT: December 7, 2001 Honorable Mayor & Members of the City Council Rachel G. Clark, City Clerk Request to Approve Local Appointments List BACKGROUND INFORMA nON: The City of San Bernardino has boards, bureaus, committees, and commissions, which advise and assist the Mayor and Council in dealing with specific issues. Members are nominated by members of the Common Council and appointed by the Mayor, with approval of the Common Council. In accordance with the provisions of Govemment Code Section 54972, on or before December 31 of each year, the legislative body or Common Council must post a list of all ongoing boards, bureaus, committees, and commissions, which are appointed by the Mayor and Common Council. This list must include which terms will expire during the next calendar year with the name of the incumbent appointee, the date of appointment, the date the term expires, and the necessary qualifications for the positions. Government Code Section 54973 requires that the Local Appointments List shall be made available to members of the public for a reasonable fee which shall not exceed actual cost and that the public library with the largest service population within its jurisdiction receive a copy of the list. It is our intent to provide the List at all local libraries as well as post it on the City's web page. The attached Local Appointments List has been prepared by the City Clerk's Office and it shows the names of incumbents whose terms will expire in 2002, any vacancies, and qualifications for the positions. It should be noted that there are five boards and commissions, included under Title 2 of the San Bernardino Municipal Code, that have been inactive for a number of years or their duties have been absorbed by other boards or commissions. It is recommended that the following boards and commissions be referred to the Legislative Review Committee for their study and recommendation on whether or not any changes are required in the Municipal Code: Commission for Disabled Persons, Relocation Appeals Board, Main Street Advisory Board, Cemetery Commission, and Central City Advisory Board. A complete history of these five boards and commissions will be submitted to the Legislative Review Committee. Recommended Motions: I. That the Mayor and Common Council approve the Local Appointments List of all regular and ongoing boards, commissions, and committees and direct that the City Clerk send a copy of the List to the Feldheym Library, pursuant to Government Code Section 54973; and, 2. That the Legislative Review Committee discuss and consider the status of the following boards, commissions, or committees that are inactive, and recommend appropriate action: Commission for Disabled Persons, Relocation Appeals Board, Main Street Advisory Board, Cemetery Commission, and Central City Advisory Board.
