Recommended Motion:
1. Approve salary increases for the following HeadstarUPreschool positions, retroactive

STAFF REPORT
SUBJECT
The Parks, Recreation & Community Services Department operates a number of grant
funded programs including the HeadstartlPreschool Program, The salaries for these
positions are set by the grant and staff is requesting authority to increase the salaries in
accordance with the grant guidelines.
BACKGROUND
The HeadstartlPreschool program is Federally funded and administered through the
County of San Bernardino Department of Preschool Services, The grant dictates the
pay rates for the funded positions. The 2001-2002 grant provides for pay increases for
the following positions:

Teacher (4) $12.81/hr $13.45/hr
Clerk (1) $8,37/hr $9.46/hr
Teacher Aide (4) $8.37/hr $9.12/hr
Based on conversations with the Personnel Committee Chairperson, it was
recommended that this item be presented to the Common Council without review by the
Personnel Committee.
FINANCIAL IMPACT
Since the HeadstartlPreschool Program is a grant-funded program, there will be no
impact to the City's General Fund, The amount of the grant provided to the City of San
Bernardino for FY 2001-02 is $232,000; there are no matching funds provided by the
City's General Fund, It is requested that the proposal rates become effective
retroactively to September 1, 2001.
