STAFF REPORT
SUBJECT
The Parks, Recreation & Community Services Department requests an increase in
salary for the grant funded position of Food Services Supervisor II from $10.41 per hour
to $15.00 per hour.
BACKGROUND
The Parks, Recreation & Community Services Department operates the Senior Nutrition
Program, The Program is Federally funded and administered through the County of
San Bernardino. The Federally funded grant funds the position of Food Services
Supervisor II.
On May 7, 2001, Council approved Resolution #01-88 authorizing the Mayor or her
designee to apply and administer the Sr. Nutrition federal funds, The Food Service
Supervisor II is responsible for the day-to-day administration of the Senior Nutrition
Program and the supervision of one full-time employee and 12-15 part-time employees.
The hourly rate for the Food Services Supervisor II is currently $10.41 per hour. A
three-year grant was signed for the period of July 1, 2001 through June 30, 2004.
A salary survey was conducted of similar 'positions with the same responsibilities and
duties. Those agencies surveyed provided the following data:

Based on the above survey, the Parks, Recreation & Community Services Department
requests that the hourly rate for the Food Services Supervisor II be increased to $15,00,
This hourly rate was calculated in order to keep the salary competitive with agencies
that operate comparable programs, In as much as the County of San Bernardino runs a
similar, but much larger, program than does the City of San Bernardino, this hourly rate
would keep the salary competitive with a neighboring government agency. In addition,
the $15.00 per hour rate was the amount provided for in the grant based on the above
data and rationale.
Based on conversations with the Personnel Committee Chairperson, it was
recommended that this item be presented to the Common Council without review by the
Personnel Committee.
FINANCIAL IMPACT
There is no anticipated fiscal impact to the General Fund for FY 2001-2002 associated
with the proposed salary increase for the Food Service Supervisor II. On May 7, 2001,
Council approved the expenditure plan for this grant, which included a final amount of
$212,502 of grant funding, $51,202 of estimated program income and $82,960 of in-kind
donations from the City of San Bernardino, The budget in FY 2001.2002 included the
increase to $15.00 per hour. It is requested that the proposed pay rates become
effective retroactive to July 1, 2001.
RECOMMENDATIONS
1. Approve salary increases for the Food Services Supervisor II from $10.41 per hour
to $15,00 per hour retroactive to July 1, 2001.
2. Amend Resolution 6413, Section Thirteen, to reflect this particular action.
