Background: This project consists of the removal, repair, and overlay of the street sections on Highland Ave. from Sierra Way to Waterman Ave., Waterman Ave. from Base Line St. to 9th St., Foxcroft Way from Heritage Lane to Commercial Rd., and 9th St. from Arrowhead Ave. to Waterman Ave. These sections of road experience significant vehicular traffic and the original pavement sections have deteriorated. They are currently in very poor condition, which is why staff is proposing to move forward with this project as soon as possible. Plan and specifications for this project are complete. The project is ready to be awarded. The estimated project costs are as follows: Construction Cost 257,980.28 Contingencies 40,000.00 Design, Inspection, and Contract Administration 77,019.72 Total $365,000.00 This project was advertised locally in the San Bernardino County Sun Newspaper, Construction Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of Commerce. Rancho Cucamonga 307,214.65 Engineering Estimate 369,000.00 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Based on review of the sealed competitive bids received, staff has determined that Holland-Lowe Construction Inc., the apparent low bidder, has met the minimum requirements of the specifications and bid guidelines, and therefore recommends that the Mayor and Common Council award the referenced contract accordingly. Financial Impact: Funding for this project, in the amount of $625,000, has been included in the FY 01-02 budget. $450,000 is budgeted from AB 2928 Funds for Highland Ave., Waterman Ave., and Foxcroft Way, in account number 135-378-5504-7222 and $175,000 is budgeted from 1/2 cent Sales Tax and Road Tax for 9th Street, in account number 129-378-5504-7222. In a separate report staff is requesting that $241,000 of the funds budgeted in account 135-378-5504-7222 be transferred to another project. Assuming this request is approved there will be a remaining total balance of $384,000 for this project which is sufficient to cover all cost, which are projected to be $365,000. All costs incurred for Highland Ave., Waterman Ave., and Foxcroft Way will be charged to Account No. 135-378-5504-7222 and all costs incurred on 9th Street will be charged to Account No. 129-367-5504-7200. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO HOLLAND-LOWE CONSTRUCTION INC. FOR PAVEMENT REHABILITATION ON HIGHLAND AVENUE FROM 4 SIERRA WAY TO WATERMAN AVENUE, WATERMAN AVENUE FROM BASE 5 LINE STREET TO 9th STREET, FOXCROFT WAY FROM HERITAGE LANE TO COMMERCIAL ROAD AND 91h STREET FROM ARROWHEAD A VENUE TO 6 WATERMAN AVENUE, PER PLAN DRAWING NOS. 10294 AND 10264A. 7 8 9 10 11 3 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Holland-Lowe Const. Inc. is the lowest responsible bidder for pavement rehabilitation on Highland Avenue from Sierra Way to Waterman Avenue, Waterman Avenue 12 from Base Line Street to 9th Street, Foxcroft Way from Heritage Lane to Commercial Road 13 and 91h Street from Arrowhead Avenue to Waterman Avenue, per plan drawing nos. 10294 & 14 10264A. A contract is awarded accordingly to said bidder in a total amount of $257,980.28, 15 with a contingency amount of $40,000, but such award shall be effective only upon being fully 16 executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby 17 authorized and directed to execute said contract on behalf of the City; a copy of the contract is 18 19 on file in the office of the City Clerk and incorporated herein by reference as fully as though 20 set forth at length. 27 SECTION 3.
