CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Resolution authorizing submittal of a grant application for the California Department of Parks and Recreation, Local Grant Projects funded from Special Appropriations for the Santa Fe Depot renovation. Backl!:round: Staff has been aggressively pursuing grant opportunities to reduce the economic impact of the renovation of the Santa Fe Depot. In July of 1999, staff received approval from the State for a $394,000 grant from the California Department of Parks and Recreation, Local Grant Projects funded from Special Appropriations. This grant is a member appropriation from Assemblyman John Longville. Though the funds have already been awarded, acceptance of these funds requires encumbrance of the grant funds by June 30, 2002 and submittal of an application. Financial ImDact: Acceptance of this grant will bring the current grant funding for the Santa Fe Depot renovation project to $10,320,435. Many of these grants require a fund match from the City of San Bernardino with the current total match requirement of $1,038,293. Once this grant is processed, the funds from this grant will be used as part of the City's required match funds and will reduce the City's current unfunded match requirement down to $644,292. As a condition of accepting this funding from the state, the City will be obligated to operate and maintain the restored Santa Fe Depot. Recommendation: Adopt resolution. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO APPROVING THE APPLICATION FOR GRANT FUNDS FOR CALIFORNIA DEPARTMENT OF PARKS AND RECREATION, LOCAL GRANT PROJECTS FUNDED FROM VARIOUS SPECIAL APPROPRIATIONS, FOR RENOVATION OF SANTA FE DEPOT. WHEREAS, the Legislature and Governor of the State of California have approved a grant for the renovation of the Santa Fe Depot in the City of San Bernardino; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the grant project, setting up necessary procedures; and WHEREAS, said procedures established by the Califomia Department of Parks and Recreation require the applicant's governing body to certify by resolution the approval of the application before submission of said application to the state; and WHEREAS, the City of San Bernardino will enter into a contract with the State of California for the project; BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Approve the filing of an application for local assistance in the amount of $394,000 from the California Department of Parks and Recreation, Local Grants Projects funded from Various Special Appropriations, for renovation of the Santa Fe Depot; and SECTION 2. Certify that the City of San Bernardino understands the assurances and certification in the application form; and SECTION 3. Certify that the City of San Bernardino has reviewed, understands, and agrees to the general provisions contained in the Project Contract shown in the Procedural Guide, and SECTION 5. Appoint the Deputy DirectorlCity Engineer as agent for the City of San Bernardino for the Santa Fe Depot project to execute and submit all documents, including, but not limited to applications and agreements subject to the approval of the City Attorney, and payment requests in the processing and administration of the $394,000 application.
