Description) Signing & Striping Materials Finance: Council Notes: Agenda Item No 1/ JI!11/bJ CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Ordinance amending Section 10.24.190 of the San Bernardino Municipal Code to prohibit commercial truck travel on both Cabrera Avenue and Tia Juana Street between 4th Street and 5tli Street, and on Kingman Street between Tia Juana Street and Mt. Vernon Avenue. Back~round: The City received a request to prohibit commercial truck traffic on Cabrera Avenue between 4th Street and 5th Street. A resident of this area claims that large trucks constantly use this narrow (approximately 20 feet) residential street creating excessive noise. The trucks are apparently being generated from the adjacent intermodal facilities located just south of this area. Staff surveyed this section of Cabrera A venue. Our survey indicated that trucks were in fact using this street as a short cut between 4th and 5th Streets. Truckers may prefer using this route because Cabrera A venue is signalized at 5th Street. Staff believes that prohibiting trucks on this residential street would not be unreasonable to truck traffic. Any trucks currently using Cabrera Avenue should be entering 5th Street at the intersection of 4th Street and 5th Street/Foothill Boulevard. Taking this route would add a little extra travel time but will take them out of the residential areas. Furthermore, staff believes that for consistency and to protect Tia Juana Street from Cabrera A venue's displaced truck traffic, truck travel on Tia Juana Street and Kingman Street should also be prohibited. This will effectively eliminate commercial truck travel within this residential area. Local truck deliveries would be exempt from the restriction. Financial Impact: Funding for installation of the truck prohibition signs will come from General Fund Account No. 001-187-5111 (Signing and Striping Materials). The labor will be provided by City forces. '- - - ORqIOO~V ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTION 10.24.190 OF THE SAN BERNARDINO MUNICIPAL CODE TO PROHIBIT COMMERCIAL VEHICLES ON TIA JUANA STREET BETWEEN FOURTH STREET AND FIFTH STREET, CABRERA AVENUE BETWEEN FOURTH STREET AND FIFTH STREET AND KINGMAN STREET BETWEEN TIA JUANA STREET AND MOUNT VERNON AVENUE. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION I: Section 10.24.190, Subsection A, of the San Bernardino Municipal Code is amended to read as follows: "10.24.190 COMMERCIAL VEHICLES PROHIBITED ON CERTAIN STREETS 11 A. 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Pursuant to the authority and restrictions of Vehicle Code Sections 35701, et seq., no person shall operate or drive any commercial vehicle upon the following streets, and the Traffic Engineer shall cause appropriate signage to be erected giving notice thereof: 1. Palmyra Drive between Sierra Way and Sonora Drive; 2. Arlington Drive between Palmyra Drive and its terminus three hundred feet to the southeast; 3. Lugo Avenue between Palmyra Drive and Ralston Avenue; 4. Thirty-Ninth Street between Lugo Avenue and its terminus two-hundred ninety feet to the east; 5. Thirty-Ninth Street between Palmyra Drive and Belle Street; 6. Ralston Avenue between Waterman Avenue and Sonora Drive; 7. Belle Street between Ralston Avenue and Thirty-Ninth Street; 8. Sonora Drive between Palmyra Drive and its terminus two-hundred sixty feet to the southeast; 9. Sonora Drive between Palmyra Drive and its terminus two-hundred sixty feet to the southeast; 10.
