Description) Grant Match - City Cash Match for salaries and volunteer exoenses Finance: Council Notes: 10/31/01 IJjIIfor Agenda Item NO.~ v~,a2aJ\-.3~li' CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Resolution of the City of San Bernardino authorizing the Mayor of the City of San Bernardino or her designee to apply for and administer a program continuation grant from the Corporation for National and Community Service in the amount of $52,869 to continue the administration and operation of the Retired and Senior Volunteer Program (RSVP) for the period October 1, 2001 through September 30, 2002. Backlrrouod: RSVP is a federally funded program that has been part of the Parks, Recreation and Community Services Department for over 27 years. During that time, RSVP has helped over two thousand seniors find meaningful volunteer opportunities serving their community. A roster of over 400 participants contribute over 100,000 hours annually. These dedicated senior volunteers are the manpower that help our area non-profits, mentor and tutor our children at school and in after-school programs in our libraries, visit the frail elderly and transport the homebound to their doctor appointments and to get groceries, They are a significant part of local law enforcement (Sherriff/CHP) through participation as Citizens on Patrol (COP) volunteers. They distribute information to the public, especially other seniors, on telecommunications fraud and elder abuse awareness. They work with organizations to see that the homeless are fed, clothed, and sheltered and they help in our hospitals and nursing homes and work in our Senior Nutrition Programs. FinaociaI Impact: The City is required to provide matching funds. The grant match is funded as part of the Parks, Recreation and Community Services Department FY 01/02 regular General Fund budget appropriation, Account No. 001-381-5193 in the amount of $70,500. The grant match is for two federal programs, RSVP which receives approximately $40,000 and Senior Companions which receives the remainder of the match. The match covers costs such as personnel, administrative services, and supplies. In addition to the grant match, the City also receives donations from various corporations and organizations and holds fundraisers to offset direct costs to the budget for both federal programs. Because of these donations and fundraisers, the budget may be impacted in an amount less than anticipated resulting in savings for the general fund.
