Synopsis of Previous Council Action:
January 2000 - Council authorized the submittal of a grant application for the 2001
Transportation and Community and System Preservation Pilot Program (TCSP) for the
purpose of developing a Santa Fe Depot Area Plan
March 1999 - Council authorized the submittal of a grant application for the 1999
Transportation and Community and System Preservation Pilot Program (TCSP) for the
purpose of developing a Santa Fe Depot Area Plan
Recommended motions:
1. Authorize the submittal of the application for Caltrans Community Based
Transportation Planning funds in the amount of $280,000;
2. Commit to allocate required local matching funds of $56,000 (if the project is

Authorize submittal of a grant application for Caltrans Community Based Transportation
Planning funds for the development of a Santa Fe Depot Area Plan
Backl!round:
Since 1998, the City has worked in partnership with SANBAG to begin the rehabilitation
of the Santa Fe Depot. Since that time, over $12 million in grants and matching funds
have been committed to the restoration of the building, and that project is under way.
The grant funds secured to date cannot be used to develop an overall plan concerning
how the Depot and the surrounding area will be used once the Depot is refurbished.
Development Services and EDA staff have been working with developers and public
agencies to develop possible concepts, but the need remains to develop a comprehensive
Santa Fe Depot Area Plan. This unique plan would incorporate transportation, historic
preservation, economic development, and housing issues surrounding the project, with
the goal of implementing strategies that will create a model "livable community" in the
Depot area.
To fund the preparation of the Area Plan, it is recommended that an application for
$280,000 be submitted to the Caltrans Community Based Transportation Planning grant
program. This grant has a 20% non-state match requirement, and the maximum grant
award amount is $300,000. The grant application is due to Caltrans on November 16,
2001. Grants will be awarded in December 2001.
Financial Imllact:
If the requested $280,000 in grant funding is awarded, the City will contribute the
required 20% matching funds of $56,000. Grant funds will be used to obtain the services
of a planning consultant.
If the grant is awarded, it is anticipated that this match would come from the General
Fund.
Recommendation:
It is recommended that the Mayor and Common Council:
I. Authorize submittal of the application for Caltrans Community Based Transportation
Planning funds in the amount of $280,000; and
2. Commit to allocate required local matching funds of $56,000 (if the project is
selected for funding).
