CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Resolution of the City of San Bernardino approving the application for grant funds for Urban Recreational and Cultural Centers, Museums, and Facilities for Wildlife Education or Environmental Education Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 for renovation of Roosevelt Bowl. Backl!:round The Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000, responding to the recreational and open-space needs of a growing population and expanding urban communities, is intended for neighborhood parks and state parks, clean water protection and coastal beaches and scenic areas. The intent of the Urban Recreational and Cultural Centers, Museums and Facilities for Wildlife Education or Environmental Education Program (URCC) is to provide funds, on a competitive basis, to cities, counties, non-profit organizations, and federally recognized urban recreational and cultural centers, museums and facilities for wildlife or environmental education in urban areas throughout California. There is $8 million allocated for the URCC program and no matching funds are required. More than 460 projects were nominated requesting grant funding in excess of $410 million. The City of San Bernardino through the support of Assemblyman Longville and Senator Soto, had nominated two projects for this statewide competition: a. Santa Fe Depot ($750,000) b. Renovation of Roosevelt Bowl at Perris Hill Park ($302,000) The attached resolution is required as part of our grant proposal, which is due to State Parks and Recreation offices by November 1, 2001. During the past several years, funding for parks and recreation purposes has dwindled. Because of these dwindling resources, many park facilities have been neglected. The Roosevelt Bowl, an outdoor amphitheater, is located at Perris Hill Park. It was built in the 1930's and lends itself ideally for summer-series type events. The bowl is in dire need of renovation. Our goal is to renovate this facility to be used on a year-round basis. Renovating the bowl would include new lighting, a technology booth, handicapped access to stage areas, realignment of back seating and refurbishing concrete stairway with lighting to enhance safety for bowl patrons. Costs are as follow: Construct Technical Booth with electrical hook-up New center aisle and ramp to stage Stage and aisle lighting New custom truss containing sound & lighting Modify bench seating House lights Movie screen and projector Enhanced landscaping and signage $ 45,000 30,000 20,000 75,000 30,000 12,000 20,000 15.000 $302,000 Renovating the bowl would allow the opportunity to market the venue to new cultural and educational programs through partnerships with schools, the county museum, non- profits, Patrons of the Roosevelt Bowl, and other organizations. Patrons of the Roosevelt Bowl is a newly formed support group under the umbrella of the "Friends of the San Bernardino Parks." The goal of the new group is to support the Roosevelt Bowl and performances through fundraising and to provide a venue to donate and collect contributions towards such. RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE APPLICATION FOR GRANT FUNDS FOR URBAN RECREATIONAL AND CULTURAL CENTERS, MUSEUMS, AND FACILITIES FOR WILDLIFE EDUCATION OR ENVIRONMENTAL EDUCATION PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000 FOR RENOVATION OF ROOSEVELT BOWL. WHEREAS, the people of the State of California have enacted the Urban Recreational and Cultural Centers, Museums and Facilities for Wildlife Education or. Environmental Education Program, which provides funds to the State of California for grants to cities, counties, non-profit organizations, and federally recognized California Indian Tribes; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the State and grant projects shown above, setting up necessary procedures; and 11 WHEREAS, said procedures established by the California Department of Parks and Recreation require the applicant's governing body to certify by resolution the approval of the application before submission of said application to the state; and WHEREAS, the City of San Bernardino will enter into a contract with the State of California for the project; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Approves the filing of an application for local assistance in the amount of $302,000 from the Urban Recreational and Cultural Centers, Museums, and Facilities for Wildlife or Environmental Education Grant Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Act of2000, for renovation of the Roosevelt Bowl; and SECTION 2. Certifies that the City of San Bernardino has or will have sufficient funds to operate and maintain the project; and SECTION 3. Certifies that the City of San Bernardino has reviewed, understands, and agrees to the general provisions contained in the contract shown in the procedural guide, and SECTION 4. Appoints the Director of Parks, Recreation and Community Services as agent to execute and submit all documents, including, but not limited to applications, agreements, and payment requests in the processing and administration of the $302,000 27 application. 28 1/1 1/1 1/1 ~1 D.
