Agenda Item No. 17 /fJ//5/0J CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Resolution of the City of San Bernardino approving the application for grant funds for Urban Recreational and Cultural Centers, Museums, and Facilities for Wildlife Education or Environmental Education Program under the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 for renovation of Santa Fe Depot. Background The Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000, responding to the recreational and open-space needs of a growing population and expanding urban communities, is intended for neighborhood parks and state parks, clean water protection and coastal beaches and scenic areas. The intent of the Urban Recreational and Cultural Centers, Museums and Facilities for Wildlife Education or Environmental Education Program (URCC) is to provide funds, on a competitive basis, to cities, counties, non-profit organizations, and federally recognized urban recreational and cultural centers and museums. There is $8 million allocated for the URCC program and no matching funds are required. More than 460 projects were nominated requesting grant funding in excess of$410 million. The city of San Bernardino through the support of Assemblyman Longville and Senator Soto, had nominated two projects for this statewide competition: a. Santa Fe Depot ($750,000) b. Renovation of Roosevelt Bowl at Perris Hill Park ($302,000) The attached resolution is required as part of our grant proposal, which is due to State Parks and Recreation offices by November 1, 2001. The Santa Fe Depot was constructed in 1918. The building served for many years as the headquarters for the Santa Fe Railroad. The building is listed on the National Register of Historic Places, is designated a California Point of Historical Interest, and is identified as a local landmark in the City's General Plan and the City's 1991 Historic Resources Reconnaissance Survey. The City of San Bernardino and the San Bernardino Associated Governments (SANBAG) are the current owners of the Depot. In the early 1990's, the Depot was acquired by SANBAG as part of the acquisition of right-of-way for the Metrolink commuter rail service. In order to expedite the Depot restoration project, the City reached an agreement with SANBAG to establish the City of San Bernardino as the lead agency for the restoration and development of the facility. The restoration project is scheduled to begin February, 2002. It will take approximately two years to complete the project. The cost to complete the project has been estimated at approximately $13 million dollars. Financial Impact Attached for your reference is a table summarizing the current funding for the project. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO APPROVING THE APPLICATION FOR GRANT FUNDS FOR URBAN RECREATIONAL AND CULTURAL CENTERS, MUSEUMS, AND FACILITIES FOR WILDLIFE EDUCATION OR ENVIRONMENTAL EDUCATION PROGRAM UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000 FOR RENOVATION OF SANTA FE DEPOT. WHEREAS, the people of the State of California have enacted the Urban Recreational and Cultural Centers, Museums and Facilities for Wildlife Education or Environmental Education Program, which provides funds to the State of California for grants to cities, counties, non-profit organizations, and federally recognized California Indian Tribes; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the State and grant projects shown above, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the applicant's governing body to certify by resolution the approval of the application before submission of said application to the state; and WHEREAS, the City of San Bernardino will enter into a contract with the State of California for the project; BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1.
