STAFF REPORT

Reject all bids for the installation of cross gutter & improvements at 13"' Street & "G" Street,
revise plans and specifications, and re-advertise for new bids,

The condition of this intersection has deteriorated over the years primarily due to drainage
problems, As a result, pavement degradation and sub-grade failure have occurred, After
reviewing the intersection condition, staff designed cross gutter installation, pavement
reconstruction and accessibility ramp construction; Plans, Specification & Estimate were
prepared,
The limited space for construction and the need for continued access by vehicles and
pedestrians, make it difficult for the contractor to develop and plan the construction staging of
the project and has therefore driven the bid amount above the budgeted amount of $50,000,
Given funding limitations and the urgent need to repair the intersection, staff recommends that
the plans be revised to limit the work to the cross gutter and pavement reconstruction only,
The accessibility ramps will be constructed with the next phase of the City-wide Accessibility
Improvement Project, thereby potentially reducing the unit cost of those improvements due to
the scale of that project, which will be scheduled in the Spring of 2002,
This project was advertised locally in the San Bernardino County Sun Newspaper, Construction
Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of
Commerce; the following companies responded:
