SUBJECT
Resolution of the City of San Bernardino accepting the C-CAP State-of-the-Art grant and
authorizing the expenditure of the awarded grant funds in accordance to the grant expenditure
plan.
BACKGROUND
The Governor's Office of Criminal Justice Planning (OCJP) solicited law enforcement agencies
for competitive Request for Proposals (RFP) for the C-CAP State-of-the-Art grant. The State-of-
the-Art grant provides grant funding for apprehension and technology projects that enhances the
Career Criminal Apprehension Program (C-CAP) objectives. Maximum funding is capped at
$200,000 for law enforcement agencies servicing a residential population of 100,000 and above.
Funding must be expended over the l2-month grant period. There is no required cash match and
funding is limited to one year.
The San Bernardino Police Department is a previous C-CAP grant recipient in 1984 through
1988, during which time the department's Crime Analysis Unit was formed. Building on this
previous success, the department's application proposed an enhancement to the existing Mobile
Data Computer (MDC) data backbone and the department's computer systems to allow field
personnel who have the most frequent contact and interaction with career criminals access to
bandwidth intensive and Internet based law enforcement databases. This enhancement will
provide field level access to the department's automated computer systems, ParoleLEADS
(parolee database), CalGANGS (gang database), DA STAR System (criminal case status), digital
mug shots, and automated pawned property records. These databases are some of the most
essential tools needed to identifY and apprehend career criminals.
The major objectives of our C-CAP grant proposal are:
. Upgrade mobile data computers (MDC's) deployed in field units to AT&T's Cellular
Data Packet Distribution (CDPD) capability to facilitate access to bandwidth intensive
and Internet based career criminal databases.
. Implement a digital mug shot program in the City Jail and Permits area.
. Implement a pawnbroker interface to the Records Management system (RMS).
. Train field and investigative personnel to utilize the enhanced access to career criminal
related databases.
FINANCIAL IMP ACT
There will be no impact on the City's General Fund. The Police Department will be using a total
of $200,000 in awarded C-CAP State-of-the Art grant funds to purchase items noted in attached
Line Item Budget. Sufficient funding has been budgeted in the Police Department's IS charges
to cover the ongoing cost of recurring communication fees with AT&T.

authorize the Police Department to accept the Career Criminal Apprehension Program (C-CAP)
State-of-the-Art grant and expend the 5200,000 in awarded grant funds in accordance to the
grant expenditure plan.

Budget Narrative
"-
The proposed project budget details the equipment and operating expenses necessary
and directly related to the successful completion of the objectives and activities outlined
in the grant application. Budget items have been carefully researched to ensure that
they support direct services, avoid duplication, and minimize administrative costs.
Specific details concerning the proposed project budget are as follows:
Dual Mode CDPD Antennas - These antennas will be installed on the rear trunk lids of
the patrol cars. They will be connected to the CDPD modems.
Cable/Small Parts Kit - The installation of each vehicle modem and antenna will
require a kit that contains antenna cables, custom connections, rubber seals to cover
holes and other small items used to secure and route the cables. These kits contain
parts that are not reusable and replace items that need to be cut to complete this
installation process.

CDPD Modem User Access Fees - Each of the laptop modem cards listed above
require a CDPD user access account. The user access account enables the device to
connect to the Police Department's network. This access account is the transport
device from the local wireless service provider.

Vehicle Installation - The County of San Bernardino's 800 MHz Radio Group will
install the MDC modems and antennas in the patrol cars. This technical agency
manages the City's existing radio and data backbones. They also install all emergency
equipment in the Police Department's patrol cars. Because the new modems and
antennas must interface with other pieces of computer and radio equipment, it is
essential that these items be installed professionally.
CDPD Laptop Modem Card - This CDPD modem card will be installed in a laptop
computer to allow mobile access to our network and the career criminal databases
referenced in the grant application. The basic Mobile Data Computers owned by the
Police Department are physically mounted in the patrol cars. The Mobile Data
Computers cannot be removed. These cards allow laptop computers, not mounted in
vehicles, to be taken into the field for apprehension work.
CDPD Vehicle Modems - These modems are similar to the laptop modem cards listed
above. However, these devices have 3-watts of radio output power to enable patrol
cars to remain in contact with the network and the wireless provider in all parts of the
City's service area. These modems are mounted in the trunk of the patrol cars.

Mug Shot Camera Kit/Setup - Joining the Sheriffs Department's countywide mug shot
project requires the Police Department to replace the cameras in the jail and the
Permit's Desk with digital cameras. The Sheriffs Department will provide two high
resolution digital cameras, professional lighting equipment and modifications to the
capture area, such as special paint and wall markings, so that our digital mug shots will
match the standard pictures collected at each County Jail facility.
Mug Shot Database License - The Sheriffs Department's mug shot project only
focuses on adult arrestees. The Police Department wants to expand its role in this
countywide project by hosting a database for juvenile arrestees, sex registrants,
narcotics registrants and convicted arsonists. To do this, the Police Department must
purchase an additional database license for the mug shot software to host and share
these special career criminal pictures.
Tiburon RMS Pawnbroker Interface - This software enhancement to our existing
Records Management System (RMS) will automate a manual process that only collects
a portion of the needed pawn data. The upgrade will allow the Police Department to
electronically collect data directly from the 13 local pawnshops. This data will include
the identifying information on pawned items, their value and the identifying information
on those persons who pawned the items.
The interface will allow the clerk responsible for processing the massive volume of pawn
tickets submitted to the Police Department to cut the task from 5 to 1 Yo minutes per
pawn ticket. For the first time, the Police Department will be able to enter every pawn
ticket and maintain complete records of persons pawning property in RMS. Search
reports will be used to compare the names of those who pawn property to our known list
of career criminals such as parolees and probationers. Lists of pawned items will be
compared with stolen property. Detectives will be able to see patterns both by person
and by type of property pawned.
