Backl!:round The Parks, Recreation and Community Services Department contracts for the delivery of swimming pool chemicals for use at the city's five swimming pools, four wading pools, and City Hall and Carousel Mall fountains. Except for the wading pools, the chemicals are required year- round. A purchase order was issued to Pool Supply of Orange County in July for $24,000 to provide pool chemicals to Park and Recreation for FY 2001-02. However, based on a review of 2000-01 fiscal year activity, Park and Recreation is requesting that this purchase order be increased by $6,000 to $30,000. There are several factors contributing to the need to increase this purchase order. 1. Cost of acid has increased over the years. For example, in 1996 the department paid $.91 per gallon for chlorine and $1.80 per gallon for muriatic acid. Costs in the current purchase order are $.89 for chlorine and $2.63 for acid. 2. The renovation of Nunez Pool last year converted it from concrete to plaster. As a plaster pool, it must be kept filled with water, necessitating year-round chlorination. Previously, this pool was drained in the off-season and no chemicals were required. 3. The city has assisted the Boys Club by providing chemicals for this pool on a year-round basis since 1998. Chemical costs at this site are approximately $3,000 annually. Following is a summary of annual costs for chemicals: YEAR COST 96/97 $21,321 97/98 $22,372 98/99 $21,684 99/00 $23,586 00/01 $29,049 Note: In FY 2000-01 a purchase order for $24,000 was issued to Pool Supply of Orange County, but actual expenditures totaled $29,049 through June 30. To keep pools operating, approval to spend $5,049 over original purchase order agreement was given. Financial Impact No increased impact to the general fund. The additional $6,000 is available in the Parks and Recreation materials and supplies accounts. Recommendation Adopt Resolution " .' \......~ ,.... Kramer, Acting Director Re: Local Bid on Pool Chemicals (Agenda Item 28) Date: September 28, 2001 Cc: Mayor Judith Valles Fred Wilson, City Administrator An inquiry was made if any local vendors provided bids on pool chemicals. In addition to Pool Supply of Orange County, San Bernardino Pool Supply also provided bids. The majority of chemicals we require are delivered in bulk. Each swimming pool has holding tanks for chlorine and acid of 100-750 gallons. Chemicals are delivered by tankers and pumped into our holding tanks. There are a limited number of vendors who provide this service. There are no local vendors who provide bulk chemicals in this fashion. San Bernardino Pool Supply furnishes chemicals in drums. The cost is nearly twice what we are paying. Additionally, we do not have the space to accommodate the number of drums that would be required at each site, nor the manpower to deal with them. RESOLUTION AUTHORIZING AN INCREASE IN THE ANNUAL PURCHASE ORDER AMOUNT TO POOL SUPPLY OF ORANGE COUNTY FOR SWIMMING POOL CHEMICALS, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That Pool Supply of Orange County provides routine restocking of chemicals at city swim pools through an annual contract. Pursuant to this determination the Purchasing Manager is hereby authorized and directed to increase the annual contract amounts of Pool Supply of Orange County by $6,000 from $24,000 to $30,000 for FY 2001-02. SECTION 2, The authorization to execute the above referenced Annual Purchase Order is rescinded if the purchase order is not issued within sixty (60) days of the passage of this resolution.
