'L hlVllldi Synopsis of Previous Council Action: December 21, 1999 - The Mayor and Common Council approved a resolution implementing a Memorandum of Understanding (MOU) between the City of San Bernardino and employees in the Middle Management Unit represented by San Bernardino Public Employees' Association (SBPEA). January 9, 2001, The Mayor and Common Council approved a resolution amending Resolution No. 6413, Section Eleven implementing a two percent (2%) salary increase effective January 1, 2001, for all members. CITY OF SAN BERNARDINO -REQUEST FOR COUNCIL ACTION 5T AFF REPORT SUBJECT Resolution of the City of San Bernardino amending Resolution No. 6413, Section Eleven, and adoption of a Side- Letter agreement to the Memorandum of Understanding with the Middle-Management which implement the results of the Crassification and Compensation study. BACKGROUND On September 17,2001, the Mayor and Common Council authorized staff to reopen the Memorandum of Understanding (MOU) with the Middle Management employees represented by San Bernardino Public Employees' Association to discuss implementation of the Council approved Classification and Compensation Study. On September 20,2001 staffmet with representatives of the Middle Management Group and reached agreement on the following terms which are contained in the attached side-letter: Effective the following payroll after Council approval of the side letter, employees in the Mid- Management Unit will be adjusted from their current salary ranges and steps to the new ranges and steps as set forth in the Classification and Compensation Study. For implementation purpose only, step placement will be nearest dollar that provides a four percent (4%) salary adjustment using a one percent (I %) salary scale. The only exception would be an employee whose new range would not allow a four percent (4%) adjustment, in which case the employee would be placed at top step of the new range. Subsequent step increases based on current step increase dates, will revert to the current five percent (5%) increase within the assigned range, employees whose range will not support a five percent (5%) increase will receive less than five percent (5%). The adoption of this side letter completes the implementation of the Classification and Compensation Study. and addresses the compaction, classification or unit assignment issues, that could occur between the Mid-Management and General unit employees if this action is not implemented. The Mid- Management MOU expires June 30, 2002. FINANCIAL IMPACT The annual salary and benefit cost of implementing the side-letter is approximately $159,800. The cost for FY 2001-2002 are approximatery $119,850, with about $26,000 being charged to non-general funds and have been included in the budget. RECOMMENDATIONS 1. Adopt Resorutions.
