Backl!round: On August 14, 200 I, bids were received for construction of Street Improvements of Art Townsend Drive and Otto Gericke Drive per Plan No. 9479A. This project was advertised locally in the San Bernardino County Sun Newspaper, Construction Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of Commerce. Only two bids were received as follows: Name of Bidder City Amount of Bid Enflineer's EstiTfUlte $271,176.00 *Holland-Lowe Construction, Inc. San Bernardino $294,151.90 Beador Construction Corona Del Mar $311,300.00 *Lowest bidder. Several factors may have contributed to the low response from bidders and the relatively high bid prices. The small size of the project and the timing for the request for bids may have made the project unattractive to some contractors that perform this type of work. They were busy at the time and did not want to tie up their bonding capacity on small projects. Staff is proposing to proceed with some additional refinements to the plans based on information gained from Hillwood Strategic Services and Kohl's proposed warehouse distribution facility. A redesign of the project will include widening the west side of Del Rosa A venue between Art Townsend Drive and Third Street. This additional work has been requested by IVDA to meet the requirements of its proposed agreement with Hillwood Strategic Services. The expanded project should be more attractive to medium and large local contractors. We anticipate that the expanded project can begin construction later this year. Financial Impact: None Recommendation: That the Mayor and Common Council reject all bids for Street Improvements of Art Townsend Drive and Otto Gericke Drive per Plan No. 9479A and direct staff to rebid the project as described herein. This would then allow Hillwood to not have to reconstruct this intersection as part of their off site road improvement requirements for any future developments. If you could include this additional work with the plans and specifications, I would sincerely appreciate it and please give me a schedule as to when you anticipate when you will be going out to bid and opening the new bids. On a side note, could you please provide me with a description of our waterline inventory including all valves and accessories? There maybe a possibility that Hillwood could purchase these waterline materials for the 900 Series area. Thank you for your continued cooperation.
