Staff Report
Subject:
Reject all bids for pavement rehabilitation on 9th Street from "H" Street to Waterman Avenue per
Plan No. 10264.
Background:
The pavement rehabilitation on 9th Street from "H" Street to Waterman Avenue was approved in
FY 2001/02 Budget. The existing asphalt pavement was evaluated and a local pavement
laboratory provided an analysis report. After review of the analysis and studying various
published reports by the American Asphalt Institute, 9th Street appeared to be an excellent choice
for the cape seal application.
Some of the outstanding qualities of cape seal are its cost benefit ratio for extending the
pavement's lifetime, constructability, and ability to open to traffic sooner in comparison to
conventional methods. This application is widely used throughout the county and is an accepted
pavement method. However, on the West Coast there are only a few contractors who do this
type of work. Staff believes that because of the current demand for this pavement application,
the availability of contractors who would have normally bid this project has diminished.
Consequently, only one bidder responded and the bid far exceeded the Engineer's estimate.
In addition, the size of the project may be part of the reason for the low number of bids. Some
jurisdictions put out much larger projects using this paving method as San Bernardino has done
with Slurry Seal for example. The goal of the department was to stretch the City's pavement
rehabilitation funding by using this pavement method on a limited basis, targeting those streets
that are in reasonably good condition.
Staff will proceed with redesigning the "worst" portion of Ninth Street as an edge grind and
overlay project to fit the budget allocated in the current FY Y, budget and rebid the project as
soon as possible.
This project was advertised locally in the San Bernardino County Sun Newspaper, Construction
Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of
Commerce; the following companies responded:
