SUBJECT
Resolution of the City of San Bernardino authorizing the Purchasing Manager to issue a purchase
order for $52,716 to Motorola Incorporated of Riverside, CA for the purchase of (40) Motorola
L TS2000 Handie- Talkie (HT) radios.
BACKGROUND
The City of San Bemardino owns a proprietary 800 MHz trunked radio system designed and
built by Motorola Incorporated. Because of the proprietary trunking technology, only Motorola
brand radios can be utilized. Radios for public safety are only available directly through
Motorola Incorporated. The Police Department is requesting that the Mayor and Common
Council exempt bidding for this equipment pursuant to Section 3.04.01OB.3 of the San
Bernardino Municipal Code.
Commencing in November 2000, the Police Department began transitioning to Motorola
MTS2000 Handie- Talkie (HT) radios for field deployment. The MTS2000 is a light, compact
radio that offers 255 radio channels for public safety. As of to day's date, the Police Department
has placed (80) MTS2000 radios into service.
In June 2001, the Public Works Department, working with Information Services, identified that
the Motorola L TS2000 HT radio with 16-channels was the optimum HT radio to meet their
current and future field communication needs. Public Works has in their inventory (39)
Motorola MTS2000 HT radios, single unit chargers and spare batteries that they offered to trade
to the Police Department for a like number of new Motorola L TS2000 HT radios that the Police
Department would purchase. Per unit, the L TS2000 is approximately $1,285 less expensive than
the MTS2000 HT. This trade is agreeable to both department heads and is consistent with the
field communications goals of both departments.
To accommodate this trade, the Police Department recommends using available police grant
funds to purchase (40) Motorola L TS2000 HT's radios, chargers, and spare batteries at a total
estimated cost of $52,716. The cost per HT radio, single unit charger, and spare battery
combination is approximately $1,318 (including tax).
FINANCIAL IMP ACT
There will be no impact on the City's General Fund. The acquisition cost of the Motorola
L TS2000 HT radios will be $52,716 derived from the following police grants.

SECTION 1:
The Mayor and Common Council of the City of San Bernardino hereby
authorizes the Purchasing Manager to issue a Purchase Order in an amount of $52,716 to
Motorola Incorporated of Riverside, CA for the purchase of (40) Motorola LTS2000 800 MHz
handie-talkie radios, battery chargers, and spare batteries.
