D..crrlDtion) Finance: Council Notes: Agenda Item No. 8/6 )!J} J3 · Ways and Means Committee Update August 6, 2001 The Ways and Means Committee has been meeting with City staff to evaluate the current Business Registration Fees and the Local Vendor Purchasing Preference policy. Professional Business Retail Merchant " Wholesale (includes car dealerships) Manufacturer Property Management /2 V{~AvI h, ~ City Clerk/COC Secy · The committee has also reviewed a survey of business registration fees charged to car dealerships in surrounding cities. The cities surveyed included: Colton, Fontana, Lorna Linda, Ontario, Rancho Cucamonga, Redlands, Rialto, Riverside, and San Bernardino · Two of the cities surveyed had caps on their business registration fees'for car dealerships. (Colton, Riverside) The committee has asked staff to research the establishment of business registration fee caps for car dealerships in San Bernardino. Staff will also survey other cities to identify caps on other business catagories. <?/ c. / tI/ #/3 local Vendor Purchasinq Preference · Municipal Code Section 3.04 provides a Local Vendor Purchasing Preference of 1 % for bids on goods or materials · A survey of Local Vender Purchasing Preference policies in 11 cities was conducted. Surveyed Cities and Counties: Claremont, Fresno, Kern County, Los Angeles, Moreno Valley, Rancho Cucamonga, Rialto, San Luis Obispo, Santa Clarita, Temecula, and Vista · City staff will review bid purchases made during the last six months to identify impacts with a Local Vendor Purchasing Preference rates at 2% and 3% -~,,':~~'f'rl ':;""r l'prnrrl at >.;jp\lr:m~ Mtg: 'l/(p/{}/ /-3 i t'~;r(; ~o.~ I t :S'::""~' Skateboard Park Concepts I Fundinq · The Ways and Means Committee has been reviewing the request for a skateboard park to be constructed in the City · The Parks and Recreation Commission has identified Blair Park as the priority location for a skateboard park · Currently the cities of Rialto, Rancho Cucamonga, Claremont, Corona, Temecula, and Riverside have all built skateboard parks · The minimum desirable size for a skateboard park is 10,000-sq. ft. for an estimated cost of $ 250,000. · The committee has requested that John Kramer, Acting Director of the Parks, Recreation, and Community Services Department research funding options for the construction of a skateboard park at Blair Park and that local resident feedback on the project be obtained.
