Synopsis of Previous Council Action:
6/25101 Allocation of $37,000 in the 2001/02 Capital Improvement Program (CIP) for 40th
Street interconnect (Account No. 250-370-5504-7208) and $50,200 for various traffic systems
upgrades (Account No. 250-370-5504-7076).
Recommended Motion:
1. Adopt Resolution; and
2. That the Mayor and Common Council authorize the Director of Finance to amend the
2001/02 Budget and transfer $13,000 from Account No. 250-370-5504-7076 (Various
Traffic System Upgrades) to account 250-370-5504-7208 (40th Street signal interconnect).

Subiect:
Request for transfer of funds and a Resolution awarding contract to New West Signal for
installation of the traffic signal interconnect on 40th Street between Kendall Drive and
Sepulveda Avenue, per Plan No. 10154.

This project consists of installing spread spectrum radio interconnect on 40th Street to the
existing traffic signals, which will generally lessen vehicle travel delay and provide air quality
benefits.
Plans and specifications for this project are complete and it is ready to be awarded. The
estimated project costs are as follows:
Construction Estimate $41,800.00
Continl!encies $ 4,180.00
Desil!n, Insnection, and Contract Administration $ 4,020.00
Total $50,000.00
This project was advertised in The Sun newspaper, on the City's web site, and with the
Chamber of Commerce. The following companies responded, the successful bidder is in bold
type.

Financial Imoact:
Funding for this project in the amount of $37,000 (including the CMAQ grant) was approved
in the FY 2001/02 Budget in Account No. 250-370-5504-7208 (40th Street Signal
Interconnect). The City requested and received a $16,000 Congestion Mitigation and Air
Quality Program (CMAQ) grant from SANBAG for a portion of the cost to install traffic signal
interconnection on 40th Street between Kendall Drive and Sepulveda Avenue. Since the
projected total costs for this project, including design, inspection and construction, exceed the
original budget estimate, staff is requesting a transfer of $13,000 from Account No. 250-370-
5504-7076 (Various Traffic System upgrades) to Account No. 250-370-5504-7208 (40th Street
Signal Interconnect). All costs incurred will be charged to this account.
Recommendation:
1. Adopt Resolution; and
2. That the Mayor and Common Council authorize the Director of Finance to amend the
2001/02 Budget and transfer $13,000 from Account No. 250-370-5504-7076 (Various
Traffic System Upgrades) to account 250-370-5504-7208 (40th Street signal interconnect).

RESOLUTION NO.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AWARDING A CONTRACT TO NEW WEST SIGNAL
CORPORATION FOR TRAFFIC SIGNAL INTERCONNECT ON 40TH STREET
BETWEEN KENDALL DRIVE AND SEPULVEDA AVENUE PER PLAN NO. 10154.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. New West Signal Corporation is the lowest responsible bidder for traffic
signals interconnect on 40th Street between Kendall Drive and Sepulveda Avenue. A contract
is awarded accordingly to said bidder in a total amount of $41,800.00, with a contingency
amount of $4,180.00, but such award shall be effective only upon being fully executed by both
parties. All other bids, therefore, are hereby rejected. The Mayor is hereby authorized and
directed to execute said contract on behalf of the City; a copy of the contract is on file in the
office of the City Clerk and incorporated herein by reference as fully as though set forth at
length.
SECTION 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days of passage of the resolution.
