Authorize the addition of four (4) Part-time Animal License Checker positions, at $IO.OO/hour, in the Animal Control Division. Direct the Human Resources Department to update Resolution 6413, Section Thirteen, and Resolution 97-244, to reflect this particular action. Finance:~d-,,/.< #; ~ / Council Noles: ~f~fDltJ I Agenda Item No.-9 CITY OF SAN BERNARDINO -REQUEST FOR COUNCIL ACTION STAFF REPORT SUBJECT The Animal Control Division is requesting personnel changes for fiscal year 2001/2002 that include the addition offour (4) part-time Animal License Checker positions. BACKGROUND The Animal Control Department currently has one (I) Senior Anima1 License Checker who maintains all of the required information related to City dog licensing, conducts a minimwn of two low cost rabies clinics per year and oversees four (4) part-time Animal License Checkers. The addition of four (4) part-time Animal License Checker positions is necessary to be proactive in the enforcement of the City animal laws and begin to reverse the upward trend of the stray problem. State Law mandates that the City must meet the requirements of the California Rabies Control Program, this program includes enforcement to ensure that all dogs over the age of four months have current vaccines against rabies and current licenses within the City. While the City is currently in compliance with this requirement, these additional positions will help the City maintain compliance. The proposed increase in staff will allow two (2) teams made up of four (4) Animal License Checkers to be progressive within the community and concentrate their efforts in difficult and time-consuming areas, such as trailer parks and apartment buildings. The increase in staff will enable the Animal Control Department to be more proactive in collecting licensing and penalty fees. Based on revenues generated to date, it is anticipated that the Animal License Checking function will generate approximately $200,000 in revenues in FY 2000/01. Of this total the existing License Checkers have generated approximately 70% or $140,000 of the total revenues. It is estimated that the additional positions will realize at least a 75% increase in License Checker revenues or approximately $105,000. This additional revenue will allow the requested positions to pay for themselves. Additionally, it is anticipated that once a consistent history of increased revenues has been established the division will be presenting to the Personnel Committee a plan for adding additional field and kennel staff. In addition to adding the Animal License Checkers, the department is requesting $15,000 to fund the use of a temporary service to provide clerical support for the Animal License Checkers and provide additional customer service in the office. RECOMMENDATION l. "''lIii'::.,-',,,.\iO F' i,!.,,;~<~.,! ;; "-';';;':."'";';;.''''''' <"",-.-;-~v< ANIMAL LICENSE CHECKER (Part-time) JOB DESCRIPTION Under supervision of the Senior Animal License Checker, prepares daily activity reports and logs as required; inputs licenses into computer and perfonns computer checks for current licenses; may assist other division personnel in their duties; canvasses door-to- door throughout the City for the purpose of locating unlicensed dogs and issuing waming notices or citations; and, perfonns related work as required, REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Collects monies for the sale of licenses; issues receipts for monies collected; issues dog licenses at annual rabies vaccination/dog licensing clinics. Receives complaints from residents regarding animal regulations; explains animal control regulations, rules, policies and procedures to residents, Contacts dog owners within the City limits to detennine if the dogs on premises are licensed; issues waming notices or citations to appear in court to the owners of unlicensed dogs; prepares and maintains dailylweekly/monthly reports; compiles statistical data relating to licensing. Routinely adheres to and maintains a positive attitude towards City and Division goals; and perfonns related work as required, MINIMUM QUALIFICATIONS Graduation from high school or GED equivalent and 6 months experience involving direct public contact which could include but is not limited to positions such as bill collector, parking checker, law enforcer, subpoena server, fire, building or code inspector, cashier, customer service representative, complaint taker, salesperson or other similar type work which shows public contact in the context of this position. Possession of a valid Class .C. California Driver's License is required. For out-of-state applicants, a valid driver's license is required, A valid Class .C. Califomia Driver's License must be obtained within (10) days of appointment (CA Vehicle Code 12405c). GENERAL QUALIFICATIONS Knowledge of: Various breeds of dogs; Basic record keeping and report writing; Basic arithmetic. Ability to: Understand problems of the general public conceming animals; Communicate tactfully and effectively with the general public; Fumish clear and satisfactory explanations of procedures used at the Animal Shelter; Receive money, make change and balance daily deposit; Maintain records and logs; Understand and carry out oral and written instructions; Establish and maintain harmonious relationships with all those contacted in the course of work; Operate a vehicle observing legal and defensive driving practices; See in the normal visual range with or without correction; Hear in the normal audio range with or without correction; Transport loads weighing up to fifty pounds; Handle and care tor animals in a humane manner; Exhibit normal range of body motion; Work indoors and out in a variety of environmental conditions, including very hot, cold or damp weather and exposure to noises, vibrations, fumes, odors and dust. ORGANIZATIONAL RELATIONSHIPS The Animal License Checker is an entry-level position in the Animal Control Division. Works under the direct supervision of the Senior Animal License Checker. Work involves considerable personal contact with the general public, requiring the application of tact and courtesy in answering inquiries, advising on ordinance infractions and answering complaints about animals, The Animal License Checker shall wear uniforms and insignia in accordance with established Animal Control Division policies.
