Description: Hi Council Notes: STAFF REPORT CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Subject: Resolution awarding contract to Lambco Engineering, Inc. for removal of existing sidewalk and installation of irrigation system and tree grates on Highland Avenue from "E" Street to Sierra Way. Background: This project was approved in the FY 2000/01 Capital Improvement Program (CIP) and consists of the removal of sidewalk and installation of irrigation system and tree grates to accommodate the planting of trees. The Queen palm trees themselves will be planted utilizing the City's annual tree maintenance contract with the Public Services Department immediately following completion of the CIP project. The estimated cost of tree installation is $11,200.00 (56 - 5' tall brown trunk trees @ $200.00 per tree) and there is adequate funding available in the current Public Services maintenance budget. Plan and specifications for this project are complete and it is ready to be awarded. The estimated project costs are as follows: Construction Cost $ 51,250.00 Contingencies $ 7,700.00 Design, Inspection, and Contract Administration $ 11,550.00 Total $ 69,500.00 This project was advertised locally in the San Bernardino County Sun Newspaper, Construction Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of Commerce; the following companies responded: Name of Bidder City Amount of Bid Lambco Enl!ineerinl!, Inc. The remaining balance of $19,500 will be taken from the unappropriated fund balance. Recommendation: 3. That the Mayor and Common Council authorize the Director of Finance to amend the FY 2000/01 budget to increase the budget in Account No. 126-369-5504-5040 by $19,500 and reflect the associated reduction in unappropriated fund balance. 4. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO LAMBCO ENGINEERING, INC. Lambco Engineering, Inc. is the lowest responsible bidder for removal of to Sierra Way. A contract is awarded accordingly to said bidder in a total amount of$Sl,2S0.00, with a contingency amount of $7,700.00, but such award shall be effective only upon being fully executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby 13 14 authorized and directed to execute said contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk and incorporated herein by reference as fully as though set 15 16 forth at length. 17 18 19 SECTION 2. This contract and any amendment or modifications thereto shall not take effect or become operative until fully signed and executed by the parties and no party shall be obligated hereunder until the time of such full execution. No oral agreements, amendments, 20 modifications or waivers are intended or authorized and shall not be implied from any act or 21 course of conduct of any party. 22 23 SECTION 3.
