". CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernardino requesting that the City of San Bernardino's Primary Election be consolidated with the November 6, 2001 Consolidated Election conducted by County of San Bernardino. Background: The following four city offices are up for election in November 2001: Office of the Mayor, and Council seats in the First, Second, and Fourth Wards. In 1992, City Charter Section 10 was amended to change the dates of the city's primary election from March of odd-numbered years to November of odd-numbered years and the general election dates from May to February. As a result of this change, the City has been able to consolidate its primary elections with the County's UDEL (Uniform District Election Law) elections and thereby save considerable expense by not having to conduct stand-alone elections. Elections Code Section 10403 requires that a resolution requesting consolidation must be filed at least 88 days prior to the date of the election. The 88th day prior to the November 6,2001 election falls on August 10, 2001. Nomination papers will be issued by the City Clerk's Office; however, the County Registrar of Voters Office will designate polling places, issue absentee ballots, conduct the election, tally votes, and conduct the canvass. The nomination period opens Monday, July 16,2001, and closes on Friday, August 10, 200 I. Election Code Section 10225 requires that if an incumbent officer does not file nomination papers by the 88th day prior to an election, then the nomination period for that office is extended to the 83rd day before the election. Since the incumbent Fourth Ward Council member has indicated he will not run for another term, the nomination period for the Fourth Ward will close on Wednesday, August 15,2001. Financial Impact: Estimated cost is between $45,000 to $50,000 for the primary election and we have requested funding in the FY 2001-2002 budget for the primary election. Estimated cost for a run-off election will depend on whether it is a citywide run-off election or how many wards are involved in the run-off election. If a run-off election is consolidated with the State's primary election in March, then estimated costs for a citywide run-off election are between $10,000 and $14,000. If a run-off election is required in one or more wards and not citywide, then the estimated costs range from $1,400 to $5,000. Recommendation: Adopt Resolution. .I'~ I ,-> r' l,--" r' \..,,, p' r r:- .'\7 ~ '0. lr~V RESOLUTION NO. 1 2 3 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO REQUESTING THAT THE CITY OF SAN BERNARDINO'S PRIMARY 4 ELECTION BE CONSOLIDATED WITH THE NOVEMBER 6, 2001 CONSOLIDATED ELECTION CONDUCTED BY THE COUNTY OF SAN BERNARDINO. 5 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 8 9 SECTION 1.
