Background: The Facilities Management Department maintains 142 buildings within the City of San Bernardino. During the past ten years, the City has used State and Southern California Edison loan programs to finance energy efficiency projects. With utility costs for these buildings expected to increase next year by an estimated 46%, staff has been exploring energy conservation projects for next year. In response to high electricity prices and power outages, the state legislature passed, and the Governor signed AB 29X and SBSX. These bills provide $48 million in loans at a three percent interest rate for installing energy saving projects. There is no match requirement. The loans must be paid back from energy savings within 11 years. Priority consideration will be given to applications that complete and install their projects before May 1,2002. Loan applications are being accepted on a first-come, first served basis until the funds are exhausted. The following two projects have been identified by Facilities Management for this loan funding: 1. City Hall is a 105,000 square foot office building with two each two hundred ton screw chillers. These units were installed in 1997, and handle the building quite efficiently during the summer. The building also has a 40 reciprocal chiller for computer room operations during night and weekend hours. This unit is twenty years old and nearing the end of its usable life. During the winter, City Hall needs anywhere from 40 to 150 tons of cooling, depending on the weather. The 200-ton chillers are very inefficient at this level, and constantly stop and start, causing wmeeded wear and tear on the machines. This proposal is to replace the 40-ton reciprocal chiller with a 100 ton split system screw chiller. This will allow the building to cool more efficiently on nights, weekends, and during the winter, resulting in energy savings. Payback in reduced energy costs is estimated at 39 months. The estimated cost for the purchase and installation of the new chiller is $132,250 2. The package air conditioning units at nine locations (listed on Attachment "A") that are proposed is a compilation project. These are all package units that are more than fifteen years old, do not have economizers, and have very low energy efficiency ratings. This project will replace 20 units ranging from 4 to 20 tons in size. The new units will have standardized energy efficiency ratings of 12 or higher. The payback schedule is beneficial on this project due to the twenty-four hour per day operation of the fire stations and the high use of the recreation centers. Also, most of these locations have had electric price increases of$.081 per kWh since January, making the projects much more appealing. Anticipated payback on the air conditioning units ranges from 10 months to 28 months. The estimated cost for the purchase and installation of the 20 new units is $233,680. The projected start date for these projects, ifloan funding is approved, is July 2001, with a tentative project completion date of November 2001. The Energy Commission is offering an early completion date incentive of five percent for projects completed prior to December 31, 2001; therefore, it is anticipated that the loan amount of $365,930 will be reduced by five percent. Financial Impact: If approved by the Energy Commission, the loan funds will be available on a reimbursement basis. For each reimbursement request, receipts or invoices for expenses incurred must be submitted along with payment verification by the City. Project costs totaling $365,930 will be paid from Utility Expenditure Account No. 631-331-5507, and reimbursement will be made to the Utility Fund revenue account. Loan repayment will be made from energy savings realized by the increased efficiency ofthe chillers and air conditioners. Recommendation: Adopt resolution. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING SUBMITTAL OF A LOAN APPLICATION TO THE CALIFORNIA ENERGY COMMISSION FOR THE IMPLEMENTATION OF ENERGY EFFICIENCY IMPROVEMENT PROJECTS. WHEREAS, the California Energy Commission provides low interest loans to schools, hospitals, local governments, special districts, and public care institutions to fmance energy efficiency improvements; and WHEREAS, the Mayor and Common Council of the City of San Bernardino support the implementation of energy efficiency improvement projects to facilitate conservation and decrease the City's energy consumption to the extent possible. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, that if recommended for funding by the California Energy Commission, the Mayor and Common Council authorizes the City of San Bernardino to accept a loan up to $365,930. BE IT ALSO RESOLVED, that the amount of the loan will be paid in full, plus interest, under the terms and conditions of the Loan Agreement and Promissory Note of the California Energy Commission. BE IT FURTHER RESOLVED, that the Mayor is hereby authorized and empowered to execute in the name of the City of San Bernardino all necessary documents to implement and carry out the purpose of this resolution, and to undertake all actions necessary to undertake and complete the energy efficiency projects.
