Description) Finance: Council Notes: 5*fiJ-/-D-J Agenda Item NO.--1!1 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Resolution of the City of San Bernardino authorizing the Mayor of the City of San Bernardino or her designee to apply for and administer a grant in the amount of $500,000 from the United States Department of the Interior for the administration of an Urban Park and Recreation Recovery (UP ARR) Grant to replace the present hydraulic irrigation systems at Nicholson, Encanto and Mt View sites with electrical mechanical; resurface/stripe parking lots at seven park sites; paint exterior/interior areas for eight commnnity centers; refurbish wading pools at Lytle Creek and Perris Hill; and re-plaster pools at Mill Center, Hernandez Center and Delmann Heights. Backl!round: The National Park Service has announced the availability of $28.9 million in grants for rehabilitation projects under the Urban Park and Recreation Recovery Program (UPARR). Rehabilitation grants will focus on neighborhood park and recreation sites and facilities that have "deteriorated to the point where health and safety are endangered or the community's range of quality recreation service is impaired." Grant funds may be used to remodel, rebuild or develop existing areas and facilities. To be eligible for the grants, urban jurisdictions must have an NPS Recovery Action Plan (RAP) on file. Staff submitted their RAP in March 2001 and received an approval from the National Parks Services Pacific West Region Offices on April 13, 2001. The Parks, Recreation and Community Services Department is requesting the authorization to apply for a grant for $500,000 from the United States Department of the Interior to complete the following projects: A. Parks Division ($200.300): 1. Replace the present hydraulic irrigation systems with electrical/mechanical at the following sites ($95,000): * Nicholson Park $ 12,000 * Encanto Park 6,000 * Mt View Avenue 77,000 2. Resurface and stripe the parking lots at the following sites ($83,300): * Nunez Park $ 12,500 * Mill Center 10,300 * Encanto Park 7,000 * Speicher/Patton 28,600. * Blair Park 13,500 * Nicholson Park 8,600 * Meadowbrook Park 2,800 3. Contingency $20,000 4. Install curb and gutter along Tijuana at Nunez Park for $2,000 B. Recreation Division ($355.000): 1. Install carpeting (*) and paint interior/exterior areas for the following Community Centers ($245,000): * Lytle Creek Center $ 25,000* Perris Hill Center 10,000 Delmann Heights 30,000* Nicholson Center 25,000* Ruben Campos 40,000* Center for Indiv. Re-plaster the pools at the following sites ($60,000): * Delmann Heights $ 20,000 * Mill Center 20,000 * Hernandez Center 20,000 These recommended improvements, if approved, will certainly enhance the department's ability to meet and attract our citizens and visitors alike in enjoying their recreational facilities. The Park and Recreation Commission did endorse this project at their April 19, 2001 meeting. Financial Imnact: The maximum funding level under this federal grant program is $500,000. It does require a 30% local match, or $150,000 ($500,000 x.30 = $150,000), which will be included in the recommended spending plan for the Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of2000. The Mayor of the City of San Bernardino or her designee is hereby authorized to apply for and administer a grant in the amount of $500,000 from the United States Department of Interior - National Parks Service for an Urban Park and Recreation Recovery Program Grant for a variety of projects (as proposed) for the Parks, Recreation and Community Services Department.
