Section Three of the City Charter provides that: "The Mayor and Council by ordinance shall
divide the area of the City into seven (7) wards of approximately equal population and thereafter
periodically change the boundaries of the wards to maintain them in compact form and as nearly
equal in population as possible, provided that such changes not be made more than once in any
two (2) year period nor within ninety (90) days of any general municipal election."
In anticipation that the City will be required to redraw its ward boundaries as a result of the 2000
Census, it is recommended that Council appoint a Redistricting Task Force to begin the process
of redistricting. It is further recommended that such task force include representatives from the
following departments: City Administrator; Council Office; Development Services; Information
Services (GIS); City Clerk; City Attorney; and any others appointed by the Mayor and Council.
The information that is needed to complete the redistricting process is not expected to be
released by the Census Bureau until late April. Attachment A, 2000 Census Redistricting
Process, describes the anticipated process and dates to complete the 2000 Census Redistricting of
the ward boundaries. The process is expected to take ten months from the time the census
information is received in April. It is anticipated that the entire process will be complete in
January or February of2002.
As shown on the Attachment A, the Task Force will meet with Councilmembers and conduct
workshops with community groups as part of the process. The final maps will be based on the
following criteria: Equal population, ethnic representation, and geographic boundaries.
