Park Lawn Mowing Contract Concept
Backeround:
The Parks Division of the Parks, Recreation and Community Services Department currently has
two (2) vacant Park Maintenance Worker I positions. Since 1993, privatizing certain park
maintenance tasks as an opportunity to enhance the efficiency of the Parks Division has been the
direction of this Department. The Department has focused on eliminating vacant Park
Maintenance Worker I positions and pursuing privatizing certain park maintenance functions.
It is the desire of the Department to eliminate these two vacant Park Maintenance Worker I
positions and utilize the salary savings realized for contract mowing services at seven outlying
park sites totaling approximately 73 acres (see attached). During the high mowing season, three
employees, a Park Maintenance Worker III, a Park Maintenance Worker I, and a part-time
Groundsworker provide mowing services for the Parks Division, Contracting mowing services
at the above sites will result in the following:
.:. Reassignment of park personnel to attend to reducing the backlog of work orders and
deferred preventive maintenance tasks at park facilities.
.:. Extending the useful life of the existing mowing equipment.
.:. Reduction of non-productive travel time.
.:. Maintaining program mowing schedules.
.:. Salary savings of approximately $8,500.
Prior to the Mayor and Council's final decision regarding this proposal, the Memorandum of
Understanding with the General Unit requires that we meet and confer with unit representatives.
This meeting must be held following general direction from the Mayor and Council. If this
direction is given, staff will proceed with these required meetings and return the matter to the
Council at a future date for a final decision.
Financial ImDact:
A net savings of approximately $8,500 is estimated over the first year of the mowing contract.
Recommendation:
Direct staff to take appropriate actions to pursue contracting Park Lawn Mowing services, to
include meeting with general unit representatives as required by the Memorandum of
Understanding.
