SUBJECT
Resolution of the City of San Bernardino authorizing the Purchasing Manager to issue a purchase
order for $45,896.80 to Aardvark Tactical of Arcadia, CA,
BACKGROUND
The approved expenditure plan for the FY 00/01 Local Law Enforcement Block Grant includes
$45,900 for the purchase of tactical body armor for SWAT Team members. Tactical body armor
consisting of threat level three ballistic vests will be worn by SWAT Team members over their
clothing during tactical operations involving heavily armed or barricaded suspects,
FINDINGS
SWAT Team members conducted research and developed appropriate bid specifications for the
tactical body armor, They selected a PRO-TECH TRlMAX Type IlIA threat body armor (Model
HPTTM3000A TIXT) due to its lightweight, flexibility and comfort during prolonged engagements.
On December 6, 2000, notices of invitation for bids were sent to 15 vendors, the San Bernardino
Chamber of Commerce, the Sun newspaper, and placed on the City's web page. On January 4,2001,
seven vendors responded, Long Beach Uniform and Pointblank Body Armor submitted no bids.
U.S. Armor, First Choice, and W oodcrest submitted bids specifying an alternative tactical vest that
did not meet the technical specifications and were disqualified, The apparent low bidder, Adamson
Industries of Costa Mesa submitted a bid of $2,111 per tactical vest, The Purchasing Manager,
however, received a letter from Adamson Industries dated January 9, 2001, withdrawing their bid,
citing that they would sustain a substantial loss as their supplier had provided incorrect pricing for
the requested tactical vests and their staff failed to include sales tax in the unit cost.
SUMMARY OF BIDS
The cost and specifications of the bids were reviewed, The recommended vendor met or exceeded
all items called for in the specifications.

armor meeting all technical specifications with a unit cost of $2,294,84 (including tax), It is
recommended that Aardvark Tactical be awarded a purchase order for twenty (20) tactical body
armor vests in the amount of $45,896.80 (including tax),

FINANCIAL IMPACT
Funding for tactical vests is included in the approved expenditure plan for the FY 00/01 Local Law
Enforcement Block Grant under Account #123-581-5704, There will be no impact to the City's
general fund.

direct the Purchasing Manager to issue a purchase order to Aardvark Tactical of Arcadia,
California in the amount of $45,896,80 for 20 PRO TECH TRIMAX Type IlIA threat body
armor, Model #PTTM3000ATIXT, vests.
SECTION 2:
Authorization to issue the purchase order is rescinded if not executed
