STAFF REPORT
Subiect:
Authorization to declare Lugo Avenue a Through Highway from Base Line Street to 16th Street
except at its intersection with 13th Street.
Backl!round:
On October 11, 2000, the Traffic Safety Committee reviewed the segment of Lugo Avenue
between 16th Street and 19th Street. A resident requested that the segment of Lugo Avenue
between Base Line Street and 16th Street also be reviewed. He was concerned about safety at
uncontrolled intersections within this area.
Traffic Engineering staff evaluated this request. There are two uncontrolled intersections within
this segment of Lugo Avenue, 14th Street and 15th Street; 13th Street is also located within this
area, however, this intersection is controlled by a two-way stop for north-and southbound traffic
that is functioning safely. There has been one recorded accident at each of the uncontrolled
intersections from January 1, 1998 through March 31, 2000 (2 Y. years). Both of these accidents
were ofthe "right-angle" type.
Approximately 1,000 vehicles were counted on Lugo Avenue just north of Base Line Street on a
24-hour time period. It is estimated that 14th and 15th Streets each carry approximately 500
vehicles on a daily basis.
In view of the above data, staff feels that the intersections should be controlled by two-way stop
signs. Consequently, staff recommends that stop signs be installed on the 14th and 15th Street
approaches to Lugo Avenue.
The Traffic Safety Committee evaluated this issue at their December 13, 2000 meeting. The
Committee concurred with the findings and recommendations of staff. The Committee therefore
recommended that two-way stop signs be installed on 14th and 15th Street's approaches to Lugo
Avenue.
Financial ImDact:
The estimated cost of $600.00 for installing the new "stop" signs will come from General Fund
Account No. 001-187-5111 (Signing and Striping Materials).
Recommendation:
Adopt Resolution.

E IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
ERNARDINO AS FOLLOWS:
SECTION 1: Resolution No. 655, which designates certain streets, or portions
9 hereof, as through highways, Section One is amended by adding Subsection (9.57) LUGO
VENUE to read as follows:
