Synopsis of Previous Council Action:
On July 20, 1998, the Mayor and Common Council approved a reorganization of the
Refuse Division in the Public Services Department.
On September 16, 1996, the Mayor and Common Council approved a reorganization of
the Public Services Department.
Approved by Personnel committee on January 23, 2001.

1: Delete one (1) Administrative Operations Supervisor II, Range 4426, $3,716 -
$4,516 (General Fund),
2, Delete one (1) Administrative Analyst II, Range 4406, $3,363 - $4,088 (50/50
Refuse and Sewer Funds).
3. Establish one (1) Typist Clerk II, Range 1267, $1,681 - $2,044 (General Fund),
4, Establish one (1) Senior Administrative Analyst, Range 4446, $4,105 - $4,990
(SO/50 Refuse and Sewer Funds).
5. Direct the Human Resources Department to amend Resolution No, 89-129 and
Resolution 6413, Section Ten, to reflect these particular actions,

STAFF REPORT
SUBJECT:
The Public Services Department is requesting a small reorganization to consist of the
elimination of one (1) Administrative Operations Supervisor II position, the addition of
one (1) Typist Clerk II position and the upgrade of the Administrative Analyst II position
to the level of Senior Administrative Analyst.

The Public Services Department has needed additional clerical support in the City Yard
for some time, The Street Division currently has only one clerical position available to
answer phones, type, file and perform other related clerical duties. The majority of this
position's time is spent answering calls pertaining to street, sewer, tree and sidewalk
issues from the community. Because there is only one employee available if a second
call comes, the customer must wait on hold until the employee finishes the first call
before receiving assistance. Additionally, the lack of clerical staff requires the Street
Superintendent to answer phones, type, file and perform other related clerical duties.
An extensive amount of time is spent performing these duties rather than performing the
higher- level duties in line with his expertise in Street maintenance, An additional Street
Division customer service representative would alleviate this problem and balance the
customer service duties within the department appropriately,
On November 30, 2000, the department's Administrative Operations Supervisor II
resigned giving the department an opportunity to reorganize, transfer some duties and
add the much-needed clerical and customer service support,
The department currently has an Administrative Analyst II, This position provides high
level analytical support for the department. The Senior Administrative Analyst job
description includes supervision as a representative duty. The majority of the duties
performed by the Administrative Operations Supervisor II have been transferred to the
Administrative Analyst II. The current work performed along with the additional
responsibilities, particularly the addition of supervisory duties, warrant an upgrade of
this position to Senior Administrative Analyst.
