Increase the salary for the Construdion Engineer to Range 2469: $4,604 - $5,597
2, Direct the Human Resources Department to update Resolution 6413, section Eleven, to reflect
this particular action.

STAFF REPORT
SUBJECT
The Development Services Department has recommended that the salaries of three (3) key
positions within the department be increased. The recommended increases are based on the
preliminary findings of the Classification and Compensation study.
BACKGROUND
The Development Services Department currently has twelve vacancies, These vacancies include
the following three key positions:
Associate Planner
Assistant Planner
Construction Engineer
The Department, in conjunction with the Human Resources Department, has recently completed its
second recruitment effort for the position of Associate Planner without success. A third recruitment
has been initiated. The position has been vacant since July 20, 2000, Additionally, the position of
Assistant Planner has recently become vacant and recruitment has also been initiated. These
positions proVide journey level support in the City's planning process and the inability to fill them
severally impacts the business community and may ultimately negatively affect the City's revenue.
The Public Works Division of the department also has recently completed a recruitment effort to fill
the position of Construction Engineer, Of the two applicants deemed to meet the minimum
qualifications for the position, one candidate successfully completed the recruitment process, but
turned the pOSition down for financial reasons, Even at the top step, the combination of salary and
benefits did not match the candidate's current salary and benefits in a lower level position at
another public agency. As a result, a new recruitment may be required, The delay due to
recruitment efforts will negatively impact the City's ability to carry out public projects in particular
the implementation of the City's Capital Improvement Program.
Given the City's inability to attract and retain high quality employees. it is recommended that the
salary increases suggested below be adopted as a means of attracting a better pool of candidates
and retaining quality employees. The recent classification and compensation study recommended
that the positions should be compensated as follows:

Staff has reviewed and concurs with the proposed salaries and recommends that they be adopted,
FISCAL IMPACT
The estimated annual cost for the proposed increases are calculated at step 2 of each range in
anticipation of providing the department some flexibility in making a prospective employee an offer.

This proposed increase would also affect the salary of the two (2) incumbents in the position of
Associate Planners, It is recommended that they incumbents be moved into the proposed ranges
at nearest step to their current salary,

The total salary and benefits increased cost for the incumbent Associate Planners will be
approximately $3,782 annually.
Total estimated annual cost for all position will be $19,286.
It is anticipated that the four vacant positions will not be filled until March 1, 2001 and it is
recommended that the salary changes be made effective that date. The increased cost for the
remainder of the FY 2000-01 will ae approximately $6,428, The salary savings generated from
these four vacant positions, along with the additional eight vacancies that currently exist in the
department, will more than offset the cost for this fiscal year, The cost for subsequent years will
require an increase in the departmental budg.t,
