EDA NONE }I.. f d./sj oj I ~-- POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the February 5, 2001 Council meeting. CLASSIFIED GENERAL FUND 1. Tvoist Clerk II (Aouirre, Maria) - Appointment FACILITIES MANAGEMENT The Typist Clerk II position works in the Telephone Support section of Facilities Management. This position has been vacant since August 2000, when the previous incumbent retired. The position is budgeted and is a key person in Telephone Support. 2. Tvoist Clerk I (Natividad, Beverlv) - Appointment FACILITIES MANAGEMENT The Typist Clerk I position works in the Lobby of City Hall. This position has been vacant since September 2000, due to promotion of the incumbent. A provisional employee has filled this job since October. This is a budgeted position. 3-5. Park Maintenance Worker II (BriQham. W.: Villasenor. G.; Stand lev. R.)- Appointments PARKS, RECREATION & COMMUNITY SERVICES The six (6) vacant positions in the Parks Division have impacted our ability to address routine maintenance functions in a timely manner for the past several years. Additionally, the preventive maintenance functions and work order repair backlogs have extended to over a six-month time period for repairs. The filling of these positions will enable the Parks Division to restore adequate ongoing routine maintenance schedules in park maintenance and reduce the backlog of service requests. Additionally, there was an approximate $93,300 in salary savings realized this fiscal year for these six (6) vacant positions. 6-7. Park Maintenance Worker III (Garcia, H.; Powell, G.) - Appointment PARKS, RECREATION & COMMUNITY SERVICES See above. #8 2/5/01 . 12. Enoineerino Assistant III (Mendoza. Abraham) - Promotion DEVELOPMENT SERVICES The Engineering Assistant III position was established and approved by the Mayor and Common Council on June 19, 2000, and is an important component of the reorganization plan for the Public Works Division. This professional engineering staff position will provide assistance in ensuring that federal and state funded capital improvement projects are completed in a timely manner, will assist with project management duties such as overseeing project design, federal and state compliance requirements and deadlines, and will assist with field activities, as required. Mr. Mendoza meets the minimum qualifications related to the experience and technical skills required for the position. Through the selection interview process, it was felt that Mr. Mendoza responded at the highest level compared to other applicants. Department management is confident that Mr. Mendoza will be an asset to the department in the capacity of Engineering Assistant III and recommends his appointment to the position. 14. Park Maintenance Worker II (Coleman. Thomas) - Promotion PARKS, RECREATION & COMMUNITY SERVICES See Items #3-5 above. 16. Heavy Eouioment Ooerator (Rodriouez. Paul) - Promotion PUBLIC SERVICES This is an essential position to the Public Services Department. The Heavy Equipment Operator is a key member of the concrete crew, and as the title suggests, operates heavy equipment in support of maintenance and repair of the City's infrastructure. This maintenance and repair extends the life of the City's infrastructure and delays or eliminates more costly projects such as removal and replacement. #8 2/5/01
