STAFF REPORT
Mayor Vladimir Siniutin of the Town Council of Gorodets - Zavolzhie
then the U.S.S.R expressed the desire of his citizens to twin with
the City of San Bernardino, as Sister Cities in October 26, 1991.
Mrs. Elaine Reynolds, teacher of the Russian language at San
Gorgonio High School for the past 3 years, has conducted a student
Summer Program with the City of Gorodets - Zavolzhie, hence the
interest.
Since 1991 correspondence has flowed back and forth and a San
Bernardino Committee is now in place to accept the responsibility
of the Russian Sister City Gorodets - Zavolzhie.
A delegation from the City of Gorodets - Zavolzhie, Russia, will be
present at the Council meeting on October 19, 1992, to present
their credentials and Resolution regarding this twinning.
I will have gifts for the members of the San Bernardino City
Council to exchange with the Russian delegation as Mayor Holcomb
exchanges the Resolution with his Russian counterpart.

GORODETS is an anCient RuSSian Ci tv on HIe tern tory of
Nizl!ny Novgorod region. It was fOl1nded in 1152 by Prince Yury
Dolgoruky (Long-Handed ) as a fortress on the eastern
borders of Vladimir-Suzdal Princedom for protection from
the Bulgars of Volga and served as a base for the Russians to
master the middle Volga-ri ver. Its ci tizens not only served as
soldiers but. also were busy with craft.manships and t.rade.
GORODETS is the place of birt.h of dif"ferent crafts. In the
18-th century it became one of centers of vessel
construct ion.
The area of GORODETS is 148919 hectars, City of GORODETS -
1754 hectars, City of ZAVOLZHIE - 1287 hectars, lands of
industry, transport and other non-agriculture spheres - 1587
hectars,forests - 101532 hectars, lands for agriculture -
60000 hecatrs. The population of the area of GORODETS is
104.976, City of GORODETS - 34.600, City of ZAVOLZHIE,-
46.000. In different spheres there are 61.100 people
involved, including:
- in industry - 32.500,
- in agriculture - 6.630,
- in construction - 3,300,
- in education - 3.000,
- in services - 2.850,.
- in cooperatives and" small enterprises - 0.900.
On the terri tory of the area there are 16. 300 of students.
The number of annually coming tourists - 59.700. All in all
there are more than 500 different enterprises, organIzations
and insti tutions in the area. The most import.ant are
Zavolzhie Motor Works ( Internal combustion engines ),
Zavolzhie Caterpi lIar Vehicles Plant, Hydro-Power Station of
Nizhny Novgorod, Vessels Construction of Gorodets,
"GORODETSKAYA ROSPIS" Factory, Embroidery Factory of Gorodets
and others. For the last 2 yars about 200 newly-born
enterprises have been registered. The volume of production in
Industry in 1991 was 1. 2 billion roubles, in construction -
69.4 million, in agriculture ( in prices of 1983) 45.7
million, in cooperatives and small enterprises - 35.3 million.
The length of highways and roaels is 421' kIn.
Education.
There are 30 comprehensive schools, 4 vocational secondary
schools and 1 high educational institution.
CuI ture and Sport.
There are 35 houses of culture and clubs,73 libraries with
books fund of 1. 2 million copies, Art School,2 Art
Galleries,58 historical and cultural places. There are 33
tourist campings and 5 resourts and sanatoriums, 2 stadiUms
~)d 2 swimming pools.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO CONFIRMING THE SISTER
3 CITY AFFILIATION WITH THE CITY OF ZAVOLZHIJE, RUSSIA.
4 WHEREAS, the people-to-people program was inaugurated by
5 President Dwight D. Eisenhower in 1956 to establish greater
6 friendship and understanding between the people of the United
7 States and other nations of the world; and
8 WHEREAS, all succeeding united States Presidents have endorsed
9 this program as Honorary Chairmen for the purpose of encouraging
10 the exchange of ideas and cultures of the people of the united
11 States and other nations, and
12 WHEREAS, the City of San Bernardino through its Mayor and
13 Council recognizes and endorses this program with the hope that it
14 will lead to a lasting friendship between the people of Zavolzhije,
15 Russia, and San Bernardino, California, USA.
16 NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
17 SECTION 1. That this Council on behalf of the people of San
18 Bernardino, does hereby welcome the government and the people of
19 the City of Zavolzhije, Russia, to participate with San Bernardino
20 as its sister City for the purpose of creating greater mutual
21 understanding between the peoples of our two great cities and
22 nations.
23 SECTION 2. The Mayor is hereby authorized to act as official
24 representative of the city of San Bernardino to carry out this
25 program.
26 SECTION 3. Copies of this Resolution are to be sent to the
27 Mayor and Common Council of the City of Zavolzhije, Russia, and to
