Additionally, Section 2.56.070 of the Municipal Code establishes twelve noon on the 68th day before the election as the deadline for filing nomination papers, which would be December 24, 1992. In light of the fact that City Hall will be closed December 24, 1992 through January 1, 1993; and that the Registrar of Voters Office will also be closed December 23 to 25, and again from December 30 to January 1, I am requesting that the Mayor and Council approve adopting the attached ordinance which will allow us to move the filing period for nomination papers for the 1993 election onlv. I am proposing that the nomination period open on Tuesday, December 1, 1992 and close at noon on TueSday, December 22, 1992. By closing the nomination period at noon on TueSday, December 22, 1992, we will have the remaining hours of that working day to go to the Registrar of Voters' Office and verify signatures for any nomination papers filed on the last day. Otherwise, verification could not be completed until Monday, January 4, 1993. The suggested filing period does not shorten the number of days candidates will have for circulating nomination papers, etc., it merely moves the opening and closing dates of nomination by two days and gives staff the opportunity to meet the critical deadlines which must be met. The proposed ordinance will make this change on a one-time basis only. AN ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING SECTIONS 2.56.040 AND 2.56.070 TO CHANGE THE DEADLINE FOR FILING NOMINATION PAPERS FOR THE 1993 ELECTION ONLY. THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: SECTION 1. Section 2.56.040 of the San Bernardino Municipal Code is hereby amended to read as follows: "Nomination papers shall be issued and verification deputies appointed to obtain signatures to the nomination papers of any candidate at any time not earlier than the eighty-ninth day, nor later than twelve noon on the sixty-eighth day, before the municipal election. Provided, however, that for the 1993 election only, such period shall be not earlier than the ninety-first day nor later than twelve noon on the seventieth day before the municipal election. " SECTION 2. Section 2.56.070 of the San Bernardino Municipal Code is hereby amended to read as follows: "All nomination papers shall be filed with the City Clerk not later than twelve noon on the sixty-eighth day before the municipal election.
