It came to my attention, after the Agenda was posted, that the
Department of Social Services is preparing to license the RAC Youth
Center, Inc. to care for psychologically disturbed children at 3223
North Mayfield Avenue, San Bernardino, California.
This is an extremely well kept, older neighborhood in our City, and
most of our residents living there are property owners. Many of
these residents are elderly and all are concerned of the impact
that it will have in the neighborhood.
While the City of San Bernardino does not have jurisdiction of this
home, the Department of Social Services could deny the license if
the City determines that this is not a proper location. The
neighbors have requested the ci ty go on record opposing the
licensing of this home.
FORM MOTION:
The Mayor and Common Council, hereby, go on record as opposing the
licensing of RAC Youth Center, Inc., for a home to house
psychologically disturbed children at 3223 North Mayfield Avenue,
San Bernardino, California.

Dear.Mayor Holcomb:
This is to officially protest the granting of a
license for a Group Home for DPSS children at 3223 N. Mayfield
Avenue in San Bernardino, Parcel #015214312.
My husband and I have lived in the neighborhood for
over 35 years. It is a quiet, stable neighborhood of medium-
sized houses, built rather close together. We have been told
the new owner is from out of town. He has not talked to anyone
on our block and has discouraged his workmen from doing so.
Since we all know each other this seems strange to us.
This is the kind of neighborhood you would like to
live in. But we are older people, retired, and we have already
been advised of the Disclosure Laws under which' we must operate
if we are forced by illness or age to sell our homes. This
would be a big burden for us as individuals, but it is also a
big burden for San Bernardino to bear when so many quiet neigh-
borhoods are being destabilized for many of the same reasons.
We, on the 3200 block of Mayfield Avenue are organizing
to take an active interest in this process. Therefore, I wish to
be notified of dates and times when any discussion on this
license will take place. It is my understanding that, under law,
you are obligated to do this.
Surely any action without some input from the resi-
dents, which will so impact our property rights, would be a
serious breach of public trust.
