IIBPORT lI-eva1 of HosDitaUty Lane Security District AareeJllent Councilman Ralph Hernandez has requested staff prepare an agenda item regarding renewal of the Hospitality Lane Security District Agreement. On February 17, 1992, the Commission approved $34,945 to be used as matching funds to provide additional security services in the Hospitality Lane Security District. Previously Special Legal Counsel to the Agency reviewed all documents pertinent to the request and concluded that neither redevelopment tax increment or twenty percent set-aside funds were eligible for the proposed services. However, Collateralized Mortgage Obligation funds were available and used at that time. The circumstances today are identical. , Subsequent to negotiations with the District, the resulting agreement was executed May l2, 1992 and expires November 30, 1992. Appropriate standard and customary provisions were included in the agreement and it was determined the Agency's reimbursement would not exceed $3,494 per month and a maximum of $34,945 over the term of the loan. The security services have proven of value and warrant renewal of the contract under the same terms and conditions. Due to the uncertainty of the Agency's own financial condition, especially in view of recent state laws actions that will extract from $2.3 to 3.0 million from the Agency's bUdget, it is prudent not to extend the agreement beyond the current fiscal year. It is anticipated that staff will know more about the state of the budget near the end of the contract and be able to forecast its ability to renew it. Calculated at a rate of $3,494 for seven (7) months the contract would expire June 30, 1993 and could not exceed $24,458 in total. An analysis completed by our crime analyst shows a positive correlation between the presence of the security company person- nel and reduction in property crimes. Additionally, there seems to be a "spillover" effect of reduced incidents of reported property crimes on adjacent properties not covered by the securi- ty service. The reduction is significant enough to warrant continuation of the program. In my professional opinion, the security program has had a posi- tive effect on reducing property crimes in the district which should reduce the perception of crime in that area.
