At its October 13, 1992 meeting the Housing Committee heard a
presentation from Brooks London of the London Group regarding
mobilehome conversion programs. Mr. London's presentation involved
summary descriptions of various conversion programming alternatives and
a discussion of his qualifications. After the discussion, the
Committee took action requesting the item be forwarded to the Community
Development Commission with two specific recommendations. These
recommendations are set forth on the cover page of this agenda item.
Staff recommends that form motion "B" be adopted which directs staff to
prepare and issue an RFP/RFQ for mobilehome conversion services for the
following reasons: '\
There are a number of firms that specialize in mobilehome
park conversion. It would appropriate that these firms be
given an opportunity to respond to a well designed RFP/RFQ
document.
There are a variety of ways that mobilehome park conversions
can be accomplished, such as a condominiumizing, land title
holding through a non-profit corporation such as "coach"
which ia the approach used in the San Diego area, or that an
association of homeowners be established which would hold the
property in common. Staff requests the opportunity through
the RFP/RFQ process, to be able to determine which approach
is most suitable for the City of San Bernardino.
Based upon the foregoing, staff recommends adoption of form motion "B".
