Authorization was given to proceed with the proposed sale of
certain City-owned parcels,

Authorization was given to do all things necessary and incidental
to the sale of those certain City-owned parcels. including the
payment of appraisal and title services, also, authorization was
given for the payment of a Real Estate Broker's commission in the
amount of six percent (6t) of the sales price, incidental to the
sale of that certain City-owned property,

STAFF REPORT
The excess property the City of San Bernardino would like to sell to the San
Bernardino Valley Municipal Water District has approximately 3,750 square feet in
a triangular configuration, It is located on the South side of Rialto Avenue and
lies approximately 225 feet West of Pennsylvania Avenue,
Because of its size, the property does not meet City building standards, and in
fact, would be of possible value only to the property owner to the East,
Spellacy Real Estate tried several times to interest the owner of this property,
but as his light industrial building on the property has been vacant for some
months he is not interested - at any price, Spellacy had the "bid" package on
this property and the larger piece to the North of Rialto Avenue for almost a
year with very little interest shown by possible buyers. Packages were sent to
four other Realtors several months ago to see about another real estate office
trying to sell both properties, We did not receive Qne answer to our letters,
'rhe subject property was appraised by Ralph Monge SR/WA on November 11, 1989, his
valuation at that time was $5,600,00. This was and remains an unrealistic price
for a minimally usable piece of land. The San Bernardino Valley Municipal Watei"
District needs to place a monitoring well in this area. They don't particularly
want to buy the property, but as it has little value in its present unencumbered
state, placing the encumbrance of a well easement on it would render it valueless
to any other use,
As the San Bernardino Valley Municipal Water District is a quasi-public agency,
and as the information they will generate from the monitoring well will be of
real benefit to the City, Real Property Staff would like to recommend that a fair
market value of $1,000,00 be set on said property and further recommends the sale
of this parcel of land to the San Bernardino Valley Municipal Water District.

RESOLUTION OF THE CITY OF SAN BERNARDINO ESTABLISHING AND SETTING
A FAIR MARKET VALUE AND SALES PRICE OF $1,000.00 AND AUTHORIZING AND DIRECT-
ING THE EXECUTION OF A GRANT DEED CONVEYING THAT CERTAIN SURPLUS PROPERTY
LOCATED SOUTH OF RIALTO AVENUE AND WEST OF PENNSYLVANIA AVENUE IN THE CITY
OF SAN BERNARDINO, TO SAN BERNARDINO VALLEY MUNICIPAL WATER DISTRICT,
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION
1. The Mayor and Common Council of the City of San
8 Bernardino hereby establish a fair market value of One Thousand Dollars
9 ($1,000,00) for said excess property and set the sales price of said

property at One Thousand Dollars ($1,000,00)
SECT ION
2, The Mayor and the City Clerk of the City of San
Bernardino, are authorized and directed to execute on behalf of the City, a
Grant Deed conveying said excess property located South of Rialto Avenue and
West of Pennsylvania Avenue, to the San Bernardino Valley Municipal Water
15 District, a copy of which is attached hereto, marked Exhibit
